The Judge opened the b~_tdget workshop sc-scion with Charles
Johnson addraassino the Co~.irt nn behalf of himself a=_ a
taxpayer not as the Mayor of F:err-ville.
Charles Johnson went on to sav i:hat. the Commissioner=_
and the J~_tdye and the Elected Officials wer-~e under- paid
for the work that thev do and for the work that thev handle.
LFtar~les Sohnson s~_tggest that the Sudge aF;point a r_ommittee
to review the salaries of Commissioners, the J~.tdne and
the Elected Officials. The J~_tdge also added
that hi=_ feeling<z were the same on the salaries for
Commissioners', J~-tdge at'~d Elected Officials. That the work
that the Oomrnissioners' handle was co~_tnty wide and was
becoming a f~_tll time iob. Rnd that the Commissioners'
position was limited to r-et iced b~_rsir-~ess people or to people
who have an o~_ttside G~_tsiness.
T. Sandlin of 91i addressed the Co~_trt abo~_tt the
R~-tr'al. F=ire llepar-tments needing a County Wide Radio System.

--- Commissioners' Meeting. J~_tdge addressed the Co~_trt on General
Matter's a letter from Gene Ritcha.e addressing the Road and
Bridge s~_tb,ject matter crn a committee to sty-tdy contracting o~_tt
for vario~.ts Road & Bridge p'ro jests. i:ounty J~_tdge stated that
rye was sti11 loak:i.ng i.ntn the matter-. The County Jr_rdge
started on the Padget itself startir-~g at the tnp on the Co~.tnty
Judge Budget this is where they would add the Court
Reporter.
Judge stated this was to be a tight budget with no increases
in solar-ies for employees so that there would be no tax
increase.
The maintenance budget added a line item fnr-~ conferences ar~d
placed b5!~~0.00 in this line item.
The Co~.aity Jail budget was given -~: Jailer/Gooks starting out
as a 14i1. The five ,jailer positions wer-~e taken
out of the budget. Thc: Sheriff is to come back to tree Court
when she needs the extra jailers positions when the jail
population goes yap. Tt-~e Sheriff was also _given a ?ransport
Dep~..tty and SecretarylF'ersonnel clerk etnd two new cars. The
Environmeri~tal Health br_tdge=t was to leave 4:!2!,0~0.0~ in that
budget to cover solid waste and flood plan management. Tree
(animal Ccn-itr-ol budget was changed to two hall time positions
and to have no par^t--time posit ior-i s. In the Pir-e p'r-ot ect ion
b~.rdget to add a new line item of $1~,000.0~ for Coy-rnty Wide
Radio System. l'he Co~_rrt went over various departmv_nts budgets
..-s and nothing was changed ort those budgets.

COMMISSIONERS' COURT CONVENED FROM RECESSED SESSION ON TEte sdav
August 6, 1996 with all officers present and the following
proceeding we're had:
The Court discussed the proposed t-~oliday of 1956/1997 and it
was decided to 'add an extra holiday at Christmas with the
Ct-~r-"i st mas t-~oliday tG be I3ecemL-er- 25 RAE, 1956. The Court
also decided to exchange Martin Luther I{ing holiday fo'r' Texas
Independence Day. Tt-~e CGtrrt disco=rsed the General F'rnvision
and they ar-e the same as last year with the exception that the
language in the last sentence needed to be taken Gut. The
Cotrrt contim_red with yoiny over the 1996: 155'7 Budget in the
Road and Hridge Department. They changed the amount on the
Special Project Upper T~.artle Creek from 3141,679 to 3100,000
and to dG the rest of the proiect in the 7lE?xt yE?acs budget.
The Judge said that the CG~..rrt Reporter need.=. to ba= taken out
of the County Jtrdye's budget and put in the Cw_mty Court's
budget.
In the Electic;n Pudget the line item fnr machine
repair was changed from 3"x,000.00 to 31,000.00 and the title
of the line item needed to be renamed. In the Cotrnty Clerk's
Rtrdyet the Cotrrt changed the Rinder• Cover- from 37,S~10 to
3[,500 to he done in phases over a :; year period. Ir. the
County RttGrney's office to change the Capital Outlay
from 3c:0,000 tG 36,000 for two computers at 3:',000, a printer
"' for 31,030 and a lateral file cabinet.
In the Sheriff's budget to take tt-~e part--time for cooks out
of the budget. Also in L-t-~e Sheriff'=_ budget the continyency
pay was L•harlgE?d to be called exit comper~satiGn pay.
Rnd in the .Jail budgE?t fnr a deputy or- iailer or- who ever
might sit with a prisGner at the tospital tt-iat line item
should bra called Contract Lahor and 31.0,k'r00.00 wa=_ put in
tt',at ).inG itE?m. Ir~r the Library thE? air cGnditiGni.ng bill is
360,000.00 and oE.rr part of the bill 330,000.k0. The
Court acc:eptE?d to add a line item fGr" the County Cotrrt to
contract n~.at for an attor-r~ey to do State Hospital and .Juvenile
Cotrrt Hear-i.ngs. The Cotu'~ty Judge informed the CGt1Yt that the
County Attorney'=_ Office has not been filing ,J,..rvenile Cases.
The Judge and the two District Judges are on tt-~e
J,.rvenile Board and their s~..rggestion to the Court was to
have an outside Attorney hir-~e tG do these jGbs when
the Count ;r Attorney's office could not handle them.
In the CGtrnty r'iF;torney's Office is budgeted far 36E3,000
far an Assist Cor.rnty Rttorney and a new one was hired for
33..,,000 with a savings of 333,t?~00 acrd witty ttris money it

State Hospital Band Juvenile CGUrt Hearings.
