The utility companies do not inform the Road and Bridge Department of the damages they caused. Judge Denson would like Franklin to get with Tom Pollard and draw up a policy for the utility companies to follow on damages of eight-of-ways and to bring it to Court to be approved. Judge Denson addressed the Cour^t on the progress of Ingram Dam and when to set the date to plug Ingram Dam. The 15th of December was set to plug dam. A Cour^t Order will be established later- since it was not posted on the agenda. When it is necessary that utility lines pass under an existing street or alley pavement they shall be bored to a point at least 4 feet beyond the edge of the pavement." Currently, none of the water utility contractors bore under paved roads, they just dig them up and may or may not notify us. If they notify us, it is usually asking us to patch after they are through. We ave cfe n e"~ problems with any of the telephone or electric companies. We need a policy to cover this contingency. Repair Of Righ[-Of--Ways Damage Done By Water Companies In the past few weeks we have had numerous complaints about water companies doing repair work m County right-of-ways and leaving the right-of-way in bad condition. I) Charlie Wiedenfeld crossed the road and driveways on Chole Lane ut Precinct 4. After the job was complete there was a mud problem When we talked to him on the phone, he said he felt that it was in good shape Both Franklin and I looked at the job and informed him by phone that it needed to be cleaned up. He did nothing. Franklin wrote him the attached letter and our office told the homeowners they should contact him to repair the damages. After heated calls, his secretary asked us to repair the damages and bill the water company because Wiedenfeld had left town without fixing the problem and she didn't know what else to do 2) Mr. Bruce Coffer called our office to report that Kerrville South Water had moved large boulders that were being used as a barrier to keep cars from going over the side on Southway when they installed a water line in the right-of--way. Mr Coffer feels Kerrville South Water should be responsible for the '~ cost of replacing the rocks or putting up a guardrail We explained that we had no policing powers and no provisions for billing. 3) Right after we fmished surfacing Ranchero Road and clearmg the right-of--way, Hill Country Utilities wanted to cross the road with a water line. We told them they would have to bore. They bored October 3, 1997. After two calls, [o this date they have not cleaned up the mess left on the right-of--way All of the utility companies have been asked to notify us before they cross a County maintained road by sending a written explanation with an attach drawing that is filed by road name for future reference. This helps us to be aware they are working N the area and better respond to the citizens. It also gives us a chance [o evaluate the road surface to see if they need to bore or if they can cut the road surface. After they have met the specifications for cutting and back-filling, we will then patch the surface and inspect the job to see that it is completed satisfactorily. We have no problems with any of the telephone or electric companies. We ask that you consider ways to make these companies accountable If we can charge them for repairs and put the money into our current budget it might help?
