This petition is based on the following facts: I. The roads in question are nearly 30 years old and have not been maintained on any regular basis, due to a lack of necessary funds. 2. The roads were not engineered correctly when they were built, so there are several places where sight distances are inadequate and blind curves endanger travel in both directions. 3. The roads are being used by increasingly heavy amounts of traffic in both directions, but the width of the roads is inadequate for this purpose which results in vehicles either getting stuck in the ditches or being run off the road by other vehicles. 4. On several occasions, emergency vehicles attempting to answer calls by property owners have gotten stuck or otherwise been hampered by the roads' condition from speedily responding to the emergency. 5. Several of the permanent residents have been stranded in the azea by heavy rains which have washed out the roads in recent times, including one resident who was unable to leave his property for three days after a major storm. 6. A road district would, by means of a road tax upon each property, provide the necessary funds to improve the roads to comply with Kerr County standards. The territory which would comprise the proposed road district is as follows: 32 tracts of land collectively known as "Spring Creek Ranch," and three additional tracts of land which front on Witt Road between the end of the paved section and the beginning of Spring Creek Ranch. The four roads to be included in the proposed road district are: the unpaved portion of Witt Road (2.0 miles); Silver Creek Road (0.5 mi.); Dry Creek Road (0.2 mi.); and Balsly Road (0.3 mi.). Thus, the total for the proposed road district is approximately 3 miles. We believe that the creation of this road district is necessary for the public health, welfare. and safety of the affected property owners as well as all Kerr County citizens who do now and who will in [he future use these roads. Thus, the total for the proposed road district is approximately 3 miles. We believe that the creation of this road district is necessary for the public health, welfare, and safety of the affected property owners as well as all Ken County citizens who do now and who will in the future use these roads. We look forward to an early opportunity to present verbal testimony in support of this petition. Thank you for your consideration of our request. 2 3. PROPERTY OWNER ADDRESS TELEPHONE NUMBER ^' PETITION TO CREATE SPRING CREEK RANCH ROAD DISTRICT WE, the undersigned property owners of the Spring Creek Ranch area in southern KetT County, do hereby petition the Commissioner's Court of Kerr County to create a defined road district encompassing [he unpaved portion of Witt Road and three shorter tributary roads in order to provide safe travel for property owners and county citizens. This petition is based on the following facts: 1. The roads in question are neazly 30 years old and have not been maintained on any regular basis, due to a lack of necessary funds. 5. Several of the permanent residents have been stranded in the area by heavy rains which have washed out the roads in recent times, including one resident who was unable to leave his property for three days after a major storm. ,,., 6. A road district would, by means of a road tax ugon each property, provide the necessary funds to improve the roads to comply with Kerr County standards. The territory which would comprise the proposed road district is as follows: 32 tracts of land collectively known as "Spring Creek Ranch," and three additional tracts of land which front on W itt Road between the end of the paved section and the beginning of Spring Creek Ranch. The four roads to be included in the proposed road district aze: the unpaved portion of Witt Road (2.0 miles); Silver Creek Road (0.5 mi.); Dry Creek Road (0.2 mi.); and Balsly Road (0.3 mi.). Thus, the total for the proposed road district is approximately 3 miles. We believe that the creation of this road district is necessary for the public health, welfare, and safety of the affected property owners as well as all Kerr County citizens who do now and who will in the future use these roads.
