Dear Judge Denson;
Enclosed for your information is a copy of a Flood Analysis prepared for Mr. Sterling Ricks in
order to determine the advisability of building a vacation home on his above referenced property.
It was our recommendation that he build the home on piers because we believe that the amount of
fill that would be required would probably adversely affect the flood elevation. The U.G.R.A. is
demanding a full blown hydraulic analysis in order to agree that Mr. Ricks can build on his site.
Had Mr. Ricks been going to fill the area we would agree that a complete analysis should be
done. However, logically the proposed placement of a few piers will not adversely affect the flood
elevation and therefore Mr. Ricks should not be required to spend several thousand dollars simply
to prove what logically should be apparent.
We herewith ask to be placed on the County Commissioners' Court agenda on December 22,
1997, and that the County consider and approve a variance from the hydraulic study being
required so that Mr. Ricks can build his house as outlined in the enclosed analysis.
Should you need additional information prior to December 22nd, please let us know.
