The Court: will loaf: at funding the Special Operations during the budget hearing on getting a person for this special job. /~ ~'~ ••- May 24, 1997 From: Jonathan Letz, Commissioner Pct. #3 V Sheriff Frances Kaiser Re: Proposed Special Operations Unit Kerr County Sheriffis Department Sheriff Frances Kaiser presented a plan for a proposed Special Operations Unit at the May 12, 1997 Commissioners' Court Meeting. The Commissioner Court did not act on this request at that time pending additional review. The Commissioners' Court primary azeas of concern were the effects of such a unit on the 216 Judicial Nazcotics 'ask Force and budgetary concerns. A revised plan was developed by Sheriff Frances Kaiser and the key points are summarized below: • Continued strong support and cooperation with the 216` Judicial Narcotics Task Force. This will include the assignment of a second officer to the task force and the county will support to finance this officer (benefits only). With this assignment, the Sheriffis Department will sponsor two officers on the 216` Judicial Narcotics Task Force. • The Commissioners' Court will support funding of the Special Operations Unit during the current budget year by considering recommendations from Sheriff Kaiser to Ir~sfer surplus funds currently in the Sheriff and Jail Department budgets to the appropriate line items in the current budget. ~ The Commissioners' Court will support funding of the Special Operations Unit in the 1997/98 budget subject to overall funding considerations due to the tax situation. • The Goals of the Special Operations Unit are as follows: 1. Drug and Alcohol abuse and C~*~g Activity among our youth. 2. Drug Interdiction. 3. Numerous Burglaries where there is need for surveillance and other tactics. 4. White Collar Crimes, i.e. against the elderly. 5. Assistance with Seazch Warrants. 6. All other unique and special cases. The Commissioners' Court and SheriffKaiser believe this plan will compliment and enhance the current drug and alcohol abuse enforcement in Kerr County. This plan specifically targets the problems of drug and alcohol abuse among our youth.
