The Commissioner's Court Commissioner Baldwin Kenville Court House 700 main street Kerrville, Texas 78028 Re: Clear Springs Estate Dear Commissioner Baldwin: Thank you for your letter informing me of the commissioner's court decision to reject the property owner offer to agree to a ten percent tax increase on property located on the hill on Hidden Acres road. The property owners strongly disagree with the commissioner's decision and feel they made an unwise decision. We are only talking about three or four hundred feet going up the hill. This short road would allow 13 lots to be developed and the new homes would generate a large sum of revenue, which would benefit both the county and the property owners. Because the property (13 lots) is not accessible, rendering the property valueless, we will ask the appraisal district to value the property unusable, therefore having no tax value. I have some very real concerns that should an emergency arise on the property, emergency vehicles would not have access to the 13 lots. I know there are children living in the area as well as adults that would be at risk should an accident occur. We can not help but believe the Commissioner's court believed we were asking for the entire Hidden Acres road paved. We are only concerned with the road from the bottom to the top of the hill. If there is a misunderstanding, the fault lies with me. I did not make myself clear. 1 would appreciate it if you would again present our request to the Commissioner's Court for approval.
