CLASS NO. 0910 PAY GROUP: 17 OCCUPATIONAL CATEGORY: Professional JOB TITLE: Administrative Assistant FLSA: Exempt OBJECTIVE: To assist the Road and Bridge Administrator/Engineer in all phases of office operations. ORGANIZATIONAL RELATIONSHIPS 1. Report to: County Road Administrator/Engineer. 2. Directs: Office Personnel Road & Bridge Crew as need in absence of Road Administrator 3. Has Daily contact with members of Commissioners' Court and other County Departments; contact with Local, State and Federal Government Agencies; frequent contact with materials suppliers; and considerable contact with the General Public. GENERAL STATEMENT OF DUTIES: This is a very responsible supervisory position. Duties include assisting the County Road ..... and Bridge Administrator/Engineer in supervising departmental personnel, planning, scheduling, purchasing, work coordination, cost and inventory control, subdivision review; and citizens concerns. This person must create and/or maintain computer programming to assure all of the above duties are handled expeditiously. EXAMPLES: Priorities and schedules necessary county road maintenance for approval by the County Road Administrator; Responds to citizen complaints and request. Receives and investigates, or assigns investigation of citizen complaints about road and bridge operations; Monitors receipt of all purchases of equipment, materials, and supplies ordered by the county road and bridge department, as well as contractors' performance on the department's service contracts, to ensure that the goods and services meet the specifications approved by the County Engineer and the Commissioners' Court; Maintains administrative records and time sheets for all Road & Bridge personnel; ,-~ Maintains cost accounting records on county road department expenditures; The above statements are not a complete list of all responsibilities, duties and skills held or performed by employees in this job. REOUIItED KNOWLEDGE, SKILLS AND ABILITIES Considerable knowledge of the methods, practices, equipment and materials used in the construction and maintenance of roadway; ability to plan and direct in an effective manner the varied activities of a large group of employees; through knowledge of computers and programs with which to design and maintain records for such a department; through knowledge of managerial, supervisory and budgetary practices, procedures and techniques; ability to prepare concise and accurate reports; ability to establish and maintain effective working relationships with county officials, representative of local, state, and federal agencies, and the general public; demonstrated ability in the area of conflict resolution; ability to communicate effectively orally and in writings; and ability to work independently. _.. ACCEPTABLE EXPERIENEE AND TRAINING: A degree in public administration, secretarial or office administration, or a related field, and at least five years practical and computer experience. Or High School graduation or its equivalent, with business courses, and at least 5 years of experience in the Road & Bridge Department including at least two years in a managerial position involving budget preparation, supervision of employees, and maintenance of detailed records from which to make reports; Or Any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
