PROJECT PRIORITY BCORIHG SYSTEM - TE7[AB RECRBATIOH ~ PAR1C8 ACCOIINT PROGRAM The 'Project Priority Scoring SysteaW identifies criteria used by the Texas Puks i Yildlife Departaxnt~to ~. evalwte and prioritize grant applications requesting Texas Recreation L Parks Account Program Funds. .The Texas , Recreation i Parks Account (TRPA) provides SOX matching grant assistance to local governarnts.for.-the--_• acquisition and development of public park and recreation areas and facilities. ,:, :'` , PRCGRAII PRIORITIES - All TRPA grant applications submitted to the Department are evalwtad for program eligibility and prioritized using the folla+ing "Project Priority Scoring System". Groups of applications are prioritized, or scored, and presented to the Parks t Yildlife Coamission for approval. In general, recommended priorities for projects are: ' Sponsor performance on active grant projects and compliance at previously assisted grant sites; ' To recognize and reward local plaming; _ ' To promote the conservation of natural resources arxi open space through park and racreatiana[ Lard acquisition, preservation, and environmentally sensitive plaming and develapaatnt; '--' ' To provide a more balanced mix and wider variety of park and recreation opportunities; * To provide a better geographic distribution of park and recreation opportunities; * To provide ester-related park and recreation opportunities where feasible; * To maximize the use of fulls for basic park and recreation opportunities; * To provide improved park and recreation opportunities for low income, minority, elderly and/or youth- at-risk citizens; * To iaprove cooperative efforts between park end recreation providers and other governmental and/or educational entities, and the private sector; * To provide for the renovation of existing, obsolete public park and recreation areas and facilities; ' To provide greenbelt, linear kinkages to other parks, neighborhoods or public facilities. * To encourage the appreciation and preservation of cultural resources. LOCAL MASTER PLUM STANDARD REOUIREMEMTS Miniaum master plan standards must be met to qualify for priority points identified in Criteria Two of the "Texas Recreation i Parks Account - Project Priority Scoring System". Local sponsors may submit applications for TRPA assistance without having a Department approved master plan; however, only sponsors proposing to meet priority needs identified in approved plans will receive project priority points for criteria nuiber two. The following are minimum TRPA master plan standards which must be included in an acceptable plan: PROOF OF ADOPTIdI. The plan oust be formally endorsed by the applicable governing body of the sponsor, and the endorssment must be included within the document. .s1atISaICIIOM-VIDE PLAN. Plans oust assess the entire jurisdiction area of the project sponsor. County plans must cover the entire county, and city or district plans aunt cover the entire city or district. -For-large urban areas, the plan should cover the entire jurisdiction arse, and than break the areas down into regions, sectors, precincts, districts, etc., as appropriate. TIME PERIOD FOR IIiPLE~EMTATIOM. Plans must specifically identify the time period within which the coals and objectives of the plan are to be carried out. Illustrations, maps, charts, ate. 5I PROJECT PRIORITY SCORING sYSTE71 Projects presented to the Parks L Yildlifs Commission wilt be scored with the criteria, raiinp factors and points shown in the following "Project Priority Seorirg System". Each site of a o~ultiple site project will be scored individually using the "Project Priority Scoring System", and individual site scores will be weighted on s pro-rata share of the total budget for the entire project. All weighted scores will be added together for the total project score. The priority rank of a project will depend on its score in re[atian to the scores of other projects under consideration. Funding of projects will depend on the availability of TRPA funds. Projects which have not been approved after two considerations by the Parks L 4ildlife Caamissiart without significant alterations to raise a project score shall be returned to the sponsor and not reacccpted. 1. YES. if yes, the application will be scored and presented for award consideration. MO. If no, application will not be scored or considered further. 2. The extent to which the oroiect will provide priority needs, as identified in a Oeoartment-aooroved spe.~sor-endorsed iurisdiction-wide Darks, recreation and open soaee master plan. A. Project provides for the #1 and #2 local priority needs (15-20 points); or B. Project provides far the #1 local priority need (10-1G points); or C. Project provides for the #2 local priority need (S-9 points); or D. Project provides for lower than the #2 local priority need (1-4 points). Total Ranpe: 1-20 points MOTE: Consideration of "need" for this criteria is broadened to include basic support facilities/infrastructure which are critical to the park and recreation experience. Support facilities/infrastructure eligible for consideration as "need" for this criteria are limited to restrooms, roads and parking, area lighting (to ensure public safety), utilities (which are essential to these eligible support facilities), and Eand acquisition. 3. The extent to which the project will provide a more balanced mix and wider variety of Dark and recreation opportunities/facilities within the sponsor's iurisdiction, or intended project service area ~1-10 points). MOTE: Priority points will be awarded based on the rxnber of park and recreation opportunities/facilities provided - 1 point will be awarded for each type of facility, up to 10 points. i. The extent to which the oroiect will provide improved water-based park end recreation ooportunities. A. The extent to which the protect maximizes the use of develocment funds for basic park and recreation opportunities (1-25 points). MOTE: Priority points awarded on a percentage (X) basis, dependent on the amount of matching funds provided by the other goverrmentsl/educational institution. B. Project area is owned by another governmental or educational institution and will be permanently dedicated for public park and recreation use through a land donation, permanent non-revocable lease, or permanent park and recreation easement (5 points). C. Project involves cooperation between the project sponsor and other governmental or educational institutions whereas resources are contributed to the overall project for nor grant assisted facilities (ie: The county constructs roads/parking facilities for the city, but ra grant funds are req~xsted for roads/parking) (1-5 points). Project provides for the acquisition and preservation/conservation of a significsnt wetland arcs, recognized by the Texas Parks i Yildlife Oepsrtment Resource Protection Division, which is usable for recreation, and meets at least one (1) "threshold criteriaw as defined in the National Wetlands Priority Conservation Plan (30-35 points); or C. Project provides for the acquisition and preservatjon/conservatian of open space lend or water for human use and enjoyment that is relatively free of man-made structures, whose physical characteristics will support only minimsl development, one (1) acre or larger in size, which is identified in an acceptable, published and adopted local jurisdiction-wide open space plan (20-25 points); or D. Project provides for the acquisition of needed recreational land proposed for future development, or lend which is located in a densely developed area within the sponsor's jurisdiction (10 points).
