We come before you requesting that you correct a voting injustice
created in 1991 when the boundary line of Commissioner Precinct 4
was moved across unpopulated range land to encircle a populated
community in Commissioner Precinct 1. Voters living in the Upper
Turtle Creek community on Mary Ruth, Pikes Peak, Hazelett-Dale,
Turkey Hollow, and Teague roads who previously voted in Precinct
107 are now in 406 and must travel up to thirty miles to the
polling place for Precinct 406, the Point Theatre at Ingram.
They have no outlet on the west to Ingram and must drive east to
South #16. They drive past the schoolhouse that is the 107
polling place.
The Leaque of Women Voters--Kerrville Area this past year has
engaged in a study called Making Democracy Work, assessing
certain aspects of Kerr County, such as diversity of
representation, civic participation, civic knowledge, and voter
participation. Mr. Fred Holland, a former County Commissioner
for Precinct 1, and I worked on Voter Participation. We were to
identify any obstacles that deterred Kerr County citizens from
voting. We became aware of this problem which was created in
1991 when Allison and Associates, hired by this Court and paid
$13,500, used a computer for the first time to draw the political
boundaries. The two guiding factors then were numerical balance
among the four commissioner precincts and minority concentration
in one precinct, Precinct 3. Topography was ignored.
Convenience was ignored. Community was ignored.
It is true that these people can vote at the Municipal Auditorium
during the Early Voting period. But that means a loss of their
identification with neighbors and community. They become just
numbers and names on the roster. And of more importance, they
must vote for candidates for commissioner, constable, and justice
of the peace whom they do not know as neighbors or nearby
residents. If they need the services of one of these elected
officials, they must turn to strangers, not to members of their
community.
It is true that in the year 2000 a census will be taken and in
2001 an adjustment of political boundaries will be made, an
adjustment that presumably will correct this problem. We ask you
not to wait until 2001 to correct a problem that should have been

line of Voting Precinct 107 and Voting Precinct 406 back across the unpopulated
range land to its original location guided by the metes and bounds at the time of
change in 1991. It is further requested this Court seek the authority of the Federal
Department of Justice to accomplish this.
