Realizing your caseload and that this is probably a holiday for your office, I would emphasize the need to ]mow precisely what is expected short of exact compliance, so that our contractors may fmish by their required January 27 deadline. This whole process is taking an inordinate amount of time and potentially costing lots of tax dollars with questionable benefit for those whom the program is intended to help. I met with the Chief Building Official and thoroughly reviewed the fixture count. We have the right amount of fixtures in the various toilets on this floor. What must be understood is that these fixture counts must also handle the Second Floor District Courts and Offices, which have no public toilets. That represents a 150-seat Courtroom and Offices in 5,000 squaze feet of space, so we aze two fixtures short as is. Additionally, I can not explain to the Commissioners why the existing semi-accessible restrooms, clearly visible from a short distance down the hall, cannot suffice, at least for a short time until Phase 3 is implemented. Would you please explain this? Regardless, in accordance with your suggestion and for your review and comment, fmd the enclosed drawing of an alternate schematic floor plan of the Courthouse toilet rooms in question. This plan is the least costly means of reducing our already under-counted fixtures. Would we need to request variances for the less than 3' doors, or could the approved Variance Request on the other widths of doors suffice? What aze our specific options to expedite this review? With such an apparently subjective interpretation required, perhaps the appropriate action is to go straight to the appeal process? How long does that really take? We are currently getting a letter from the Architecture Division of the Texas Historical Commission relative to the total hardware replacement, which you required in denying our Request for Variance on that issue.
