'_00(16 701 - 1978 ARCHITECT KERR COUNTY COURTHOUSE - RENOVATIONS FIRST FLOOR & PARTIAL BASEMENT STATUS REPORT January16,1997 MICHAEL NEAL WALKER• PREVIOUS CHANGE ORDER 2 (from January 13 Agenda) This item previously being considered as Change Order 2, Restoration of the Windows and Door Openings, has been dropped as a requirement for consideration at the direction of the Court. It was replaced by other changes in scope of Work, detailed as attached Change Order 2, with a net change in Contract Amount and a minor adjustment in Contract Time, WHICH DOES NOT ALTER THE COURT MANDATED JANUARY 28 MOVE-IN DATE FOR THE EAST END OF FIRST FLOOR. CURRENT CHANGE ORDER 2 ITEMS INCLUDE: 1. Credit on Change Order 1 because there would be structural problems with cutting the Lower Level opening. 2. Exploration required to find and cap incoming gas line to boiler outside of building. 3. Minor conduit extended for telephone and computer through First Floor chase facilitate telephone and computer to the Second Floor. 4. Extending conduit for fire alarm system. 5. Drinking Fountain relocation required in the Basement due to need to remove drain line at added state. 6. Adding plywood to the Telephone Room walls. 7. Adding 100 amp panel outside of southwest comer of building for Christmas Stage; add 3- 2" sleeves through basement foundation and walls while south side is excavated for future extensions of exterior power (Christmas or whatever). OTHER PENDING ITEMS AND POSSIBLE CHANGE ORDER ITEMS: 1. Other needs for Christmas lighting, temporary, and exterior service exist. This task is probably faz too broad in scope to consider at this time. We made provisions to reconnect some of the west side Christmas Lighting service in conjunction with the removed exterior west end building, fountain, and grounds lighting, and electrical service entry. We recommend that this issue be addressed no later than summer of 1997, as the County may desire to get some fmancial assistance from that group, when they begin planning for next Christmas. While we aze not totally aware of all the existing electrical conditions, we are aware that the service is cobbled and probably under-serviced; it is both unsightly and potentially dangerous, 2. Fire Alarm provider's response is from: Kerrville Telephone, IHR, ADT, Simplex -all of the kttown existing or previous providers. See Fire Alarm Proposal Summary. 3. Texas Accessibility Standards (ADA). Per telephone this date we received notice that 4 Requests for Variance on the Courthouse were either denied or refunded (accessible toilet rooms and door hazdwaze) and one was approved (door widths), plus the request for the ramp on the Annex Lower Level Entry was denied. We feel that the Toilet Room modifications, which Texas Department of Licensing and Regulation is requiring, aze onerous; therefore, perhaps an appeal is the best avenue. We are getting letters from Texas t3o3 VESPER LANE KERRV[LLE. TEXAS 78oz8 (no) 895~ARCH Historical Commission Architect for a reversal on hazdwaze requirements, due to the fact that much of the existing hazdwaze is unreplaceable or unmatchable. Therefore, it is much more affordable and historically appropriate to re-use the existing. We will make a recommendation on the 5" Annex ramp, together with a number of other minor modifications which must be made to satisfy site accessibility on the Lower Level. i.e., pazking, approaches, drives. 4. Window treatment proposals were gathered from 2 azea commercial suppliers: Nester's and Inside Story: Please refer to furnished proposals. 5. We were instmcted to solve the coffee service dilemma at the West Foyer of the First Floor. Please see the furnished sketches of same, which would be located in the Existing West Foyer. It is proposed to be a plumbed in unit and serve JP 1 and Auditor Offices, and probably Second Floor jurors and the general public. 6. We have some other thoughts relative to proceeding on the window and door renovation, but we will take no further action un61 directed by Commissioners Court. The heating/cooling loads, utility cost, inconvenience, maintenance, future usability factors, and from the historical ramifications point towazd action soon on these critical elements. Perhaps renovation of the Auditor's windows, which aze eleven of the worst, would be a possible manageable project. Please advise. 7. It was requested that return air filter grilles be installed at the ceiling, in lieu of at-the-unit filters, which originally were specified as a cost savings expedient. It would be cost effective over a long scope to revise to the ceiling-mount registers, if the Court pleases. However, as January 28th is the tazget to get Commissioners Court Offices occupiable, it is desirable to act as soon as possible. The cost from the Contractor is $2,0179.00. POSSIBLE FUTURE ACTION It is respectfully requested that the County Commissioners consider as many as possible of the balance of the critical timing issues listed above at the January 27th meeting. Currently, the Contractor is perhaps a week behind, assuming the approval of Change Order 2.. COLOR SELECTIONS CHART Due to discontinued flooring products, color selections required minor modifications subsequent to our meeting with Judge Denson, Commissioner Baldwin, and Ms. Scovill on January 14 to review selections; however, the attached Color Schedule remains materially unchanged.
