Architect requests Court direction on other items. .jf 1. Restoration of the First Floor and Basement Exterior Windows and Door Openings. This has been dropped for consideration as a whole at the direction of the Court. It is strongly recommend that, as a minimum, window renovations be considered for the Auditor's Offices. This would be adoor/sidelight/ transom and 11 windows (some of the worst conditions on this floor). It is logical that this be considered with the current contract with Rhodes, as they aze already at the stage where they will be required to mazginally fmish the interiors of these units, some of which aze seriously rotted, thus pose potential energy, comfort, security, maintenance, and safety problems Estimate of probable cost $ 8 - 10,000 2. Texas Accessibility Standards (TAS/ADA). As of this date we received no official written verification of the verbal notice received January 16, that four of our Requests for Variance on the Courthouse were either denied or refunded (accessible toilet rooms and door hazdwaze) and one was approved (door widths), but not the Toilet Rooms. Plus, the request for the ramp on the Annex Lower Level Entry was denied. We feel that the Toilet Room modifications, which Texas Department of Licensing and Regulation is requiring, aze onerous; therefore, perhaps an appeal is a remote possibility. a) We aze getting letters from Texas Historical Commission Architect which will hopefully achieve a soRening on hazdwaze requirements, due to the fact that much of the existing hazdwaze is unreplaceable or unmatchable. However, the request will be to make the knobs inoperable and to install closers to keep doors closed (and deadlocks). This will cause the Hazdwaze Allowance to fall short and we may need to come back for a small Change Order. There is a possibility that levers may fit on the existing mortise latchsets, which will probably fit within the Hazdwaze Allowance. b) The restroom issue is the most troublesome. We may be able to go to Austin and reason with the TDLR, but positive results aze not certain and it would be expensive, if not successful. Perhaps it might be expedient to abandon the struggle and proceed with revisions which includes (re: Drawing): Loss of 2 fixtures in the Men's Room - a water closet and a lavatory Replacement of 3 toilet stalls - 1 Men, 2 Women; add urinal screen Loss of most or all of existing Janitor Closet Replace 2 restroom doors; relocate 1 Janitor existing door Demolition and constmction of walls with total refinish of Men's and Women's Some ceiling replacement Estimate of probable cost $10-12,000 i3o3 VESPER LANE KERRVILLE, TEXAS 78oz8 (no) BgyARCH 3. Return air filters at ceiling -Auditor and J.P. It was requested by the Building Superintendent, that return air filter grilles be installed at the ceiling, in lieu of at-the-unit filters, which originally were specified as a cost savings expedient. It would be cost effective over a long scope to revise to the ceiling-mount registers, if the Court pleases. However, as January 28th is the tazget to get Iudge and Commissioners Court Offices occupiable, it is desaable to act as soon as possible. Previous cost from the Contractor was $2,079.00. Estimate of probable cost West Offices $2,500 Estimate of probable cost East Offices $1,800 4. Coffee Bar. We were instmcted to solve the coffee service dilemma at the West Foyer of the First Floor. Please see the famished sketches of same, which would be located in the Existing West Foyer. It is proposed to be a plumbed in with water and power unit to serve JP 1, Auditor Offices, Second Floor jurors, and the general public. We recommend that this Work be added to Rhodes Contract since it is in their area of responsibility. Estimate of probable cost $ 650 5. Ramp at Lower Level Entry. We will make a recommendation on the 5" Annex ramp, together with a number of other minor modifications which must be made to satisfy site accessibility on the Lower Level. i.e., parking, approaches, drives. We recommend that Rhodes Construction be considered for this minor additional Work, as the previous Contractor is complete. Estimate of probable cost $1,500 6. Contract Time Extension. The Contractor is currently required to be finished by January 30, the Contractor has demonstrated justification for an accumulation to date of 17 extra days for extension of the Contract Time, due to curtailed work schedule dictated by courthouse activity. While the Contractor has made Beat effort under difficult conditions, including working nights and weekends to reduce inconvenience to the County, it is not possible to make up all that lost time by working off-hours. This loss of Work time has been primarily caused by the District Court (and some other) caseload on the Second Floor, mostly since January 6, ranging from 33-50% of time lost. It would be appropriate at this time to consider a Change Order to extend the Contract Time through Febmary 16. However, given the fact that assuredly Contract Time will need to be further extended to absorb future "quiet times," it is reasonable to wait till neazer the end of constmction. There is no liquidated damages or penalties clause in the Contract Documents. One can reasonably predict a completion in about one month. The bulk of the last work should be in the Basement, thus causing only minor conflict with the Courthouse operations. Estimated completion date - circa March 1, 1997 OTHER RELATED ITEMS *1. Conditional Occupancy Fire Alarm System. We requested proposal which would temporarily solve the immediate concerns for fire alarm protection. The electrical work for these proposals has been approved in Change Order 2. Fire Alarm provider's proposals aze attached from: Kerrville Telephone, IHR, ADT, and Simplex. We recommend, subject to legal review of contract language: a) Kerrville Telephone's proposal is competitive at $2,000. KTC proposes to utilize the existing Simplex panel in the old Third Floor Jail to cover the Courthouse and Lower Level Annex. However, if the Attorney for the County is not satisfied with the terms of the KTC Proposal, then, b) Alternative of the IHR Proposal is recommended as the next most advantageous to the County. Their proposed temporary system involves wiring the 1926 Courthouse to the aforementioned Third Floor Simplex system and re-installing the Temporary Jail Control Panel in the Lower Level Annex. c) The cost ofboth of San Antonio fums: ADT ($12,055) and Simplex ($4,650) aze considerably more expensive and of an appazent scope which is beyond the immediate needs of the County, therefore neither can be recommended for consideration at this time. d) We spent considerable time and additional fees on this issue for over a month. If the above alarm recommendations aze not acceptable, we suggest a workshop to resolve the legal/construction issues. Recommended lowest acceptable Proposal $2,000 *2. Window treatment. Window treatment proposals were gathered from 2 azea commercial suppliers: Hester Window Coverings and Inside Story. Please refer to furnished proposals. We recommend the heavy duty 2" aluminum blade with fabric tape replacement blind as being the best value for maintenance, longevity, cost, flexible use, ease of use, availability of colors, and overall appeazance. It appears from the proposals submitted the $3,700.00 of Hester is the blind that most cleazly meets these criteria at a reasonable cost. Recommended lowest acceptable Proposal $3,700 3. Other civic and exterior electrical service needs. We made provisions to reconnect some of the west side Christmas Lighting service in conjunction with the removed exterior west end building, fountain, and grounds lighting, and electrical service entry. We recommend that this issue be addressed no later than summer of 1997, as the County may desue to get some financial assistance from that goup, when they begin planning for next Christmas. While we aze not totally knowledgeable of all the existing temporary electrical conditions (no one is), we are awaze that the service is cobbled and probably under-serviced; it is both unsighlly and potentially disruptive and dangerous. Very preliminary estimate of probable cost $20-25,000 POSSIBLE FUTURE ACTION It is requested that the County Commissioners consider as many as possible of the balance of the critical timing issues listed above at the February 10th meeting. As we discussed, to install Fire Alarm Systems in the State of Texas, we must be licensed by the State Board that regulates these systems. All Fire Alarm systems must comply with NFPA and ADA codes as A tninimum requirement. The local AHJ (Fire Marshal] may increase the amount of protection. The System we are proposing is an Addressable Fire Alarm.
