ARCHITECT KERR COUNTY COURTHOUSE MICHAEL RENOVATIONS FIRST FLOOR & PARTIAL BASEMENT NEAL STATUS REPORT & RECOMMENDATIONS WALKER February 3,1997 For Commissioners Court Meeting -February 10,1997 PENDING ITEMS RELATIVE TO THE CURRENT CONTRACT FOR CONSTRUCTION WITH RHODES COMMERCIAL CONSTRUCTION AND POSSIBLE CHANGE ORDER ITEMS: * Items aze set to be considered on Court Agenda. Architect requests Court direction on other items. 1. Restoration of the First Floor and Basement Exterior Windows and Door Openings. In progress, on schedule considering anticipated request for Time Extension. *2. Texas Accessibility Standards (TAS/ADA). We received official written verification of our requests for variances on January 27, 1997. Four Requests for Variance from the Texas Department of Licensing and Regulation (TDLR) were either denied or refunded (accessible toilet rooms and door hazdwaze) and one was approved (door widths, but not the Toilet Room doors. Plus, the variance request for the ramp on the Annex Lower Level Entry was denied. Please note our recommended revision to the ramp as change order #4: a) We aze getting letter(s) from Texas Historical Commission (THC) Architect which should achieve a softening on hazdwaze requirements, due to the fact that much of the existing hardware is unreplaceable or unmatchable. The THC solution would make the knobs inoperable and install closers to keep doors closed (plus deadlocks). This will probably cause the Hazdwaze Allowance to fall short and we may need to come back for a small change order. There is a possibility that levers may fit on the existing mortise latchsets, which may fall within the Hardwaze Allowance, but not be historically or visually appropriate for the public azeas. b) The restroom issue is most troublesome and expensive. We may have been able to go to Austin and reason with the TDLR. However, we don't sense much willingness on their part to modify their full compliance position on the Toilet Rooms. Therefore, we have proceeded to substantial revisions to the Men's and Women's Rooms on the First Floor, which includes (re: Drawing): Loss of 2 fixtures in the Men's Room - a water closet and a lavatory Replacement of 4 toilet stalls - 1 Men, 2 Women; add urinal screen Reduction of size of existing Janitor Closet Replace 2 restroom doors; relocate 1 janitor existing door Demolition and construction of walls with total refinish of Men's and Women's Ceiling and lighting replacement Updated estimate of probable cost $12-15,000. Contractor will provide a final cost by Febmary 10 Meeting, which we are calling Change Order 4. c) Ramp and Accessibility at Lower Level Entry. Our recommendation on the five inch Annex ramp and other parking modifications which must be made to satisfy site accessibility on the Lower Level is to have Rhodes Construction make such revisions while their other work is in progress. This can be done as soon as the County decides which one or two parking spaces to relinquish for ADA access. Our estimate of probable cost is $1,000 to 1,500, depending on which scheme is adapted; t3o3 VESPER LANE KERRV[LLE, TEXAS 78oz8 (zio) BgyARCH however, by February 10 Meeting the Contractor will provide a final cost which we aze recommending to be part of Change Order 4. *3. Return air fdters at ceiling. It was requested by the Building Superintendent, that return air Filter grilles be installed at the ceiling, in lieu of at-the-unit filters which were specified as a cost savings expedient It would be cost effective over extended time to revise to ceiling-mount registers. Due to move-in schedule the Court was unable to consider the previous cost from the Contractor of $2,079.00 for the east wing of Offices. To consider the in-ceiling filters at this time for both east and west end offices would be approximately $3,500, but Contractor will provide a final cost by February 10 Meeting. This might be Change Order #5 or part of #4. 4. Coffee Bar. We were instructed drop this project and provide coffee service in the Auditor's Storage Room, plumbed in with water and power to a unit to serve those offices only, with little cost difference. 5. Contract Time Extension. The Contractor was required to be finished by January 30, the Contractor has demonstrated justification for an accumulation to date of 17 extra days for extension of the Contract Time, due to curtailed work schedule dictated by courthouse activity. While the Contractor has made great effort under difficult conditions, including working nights and weekends to reduce inconvenience to the County, it is not possible to make up all that lost time by working off-hours. This loss of Work time has been primarily caused by the District Court (and some other) caseload on the Second Floor, mostly since January 6, ranging from 33-50% of time lost It would be appropriate at this rime to consider a Change Order to extend the Contract Time through February 16. However, given the fact that assuredly Contract Time will need to be further extended to absorb future "quiet times," it is reasonable to wait till neazer the end of construction. There is no liquidated damages or penalties clause in the Contract Documents. One can reasonably predict a completion about Mazch 1, 1997 barring further substantial court delays and major changes in the scope of the Work. Any time extension should be part of Change Order #4 or #5. OTHER ITEMS 1. Conditional Occupancy Fire Alarm System. Based on the action of the Court's last meeting, this Work of separate contractor IHR is underway, delayed by court operations somewhat. However, this should be finished by the time of the Febmary 10 Court Meeting. 2. Window treatment. Based on the acfion of the Court's last meeting, window treatment provider and final color selection will be made by the time of the February 10 Meeting, and soon begin installation on the west end offices. The east end offices will await completion of the work in that portion. The maximum authorized by the Court was $3,700. 3. Other civic and exterior electrical service needs. We made provisions to reconnect some of the west side Christmas Lighting service in conjunction with the removed exterior west end building, fountain, and Bounds lighting, and electrical service entry. We recommend that this issue be addressed no later than summer of 1997, as the County may desire to get some financial assistance from that group, when they begin planning for next Christmas. While we are not totally knowledgeable of all the existing temporary electrical conditions (no one is), we aze awaze that the service is cobbled and probably under-serviced; it is both unsightly and potentially dismprive and dangerous.
