ARCHITECT KERR COUNTY COURTHOUSE MICHAEL RENOVATIONS FIRST FLOOR & PARTIAL BASEMENT NEAL STATUS REPORT & RECOMMENDATIONS WALKER February 17,1997 For Commissioners Court Meeting -February 24,1997 * Items are requested to be considered on Court Agenda. Architect requests Court direction on other items PENDING ITEMS RELATIVE TO THE CURRENT CONTRACT FOR CONSTRUCTION WITH RHODES COMMERCIAL CONSTRUCTION AND POSSIBLE CHANGE ORDER ITEMS: 1. Restoration of the First Floor Exterior Windows and Door Openings. In progress, on schedule con- sidering the Change Order 4 Time Extension. 2. Texas Accessibility Standards (TAS/ADA). Change Order 4 has addressed most of the "accessibility" questions. Currently under construction are the following mandates of the Texas Department of Licensing and Regulation (TDLR): a) The restroom renovation is well underway with few surprises, except for some unexpectedly weak existing walls which will require minor reinforcement; Contractor has not indicated any addi- tional costs. *b) Ramp and Accessibility at Lower Level Entry is part of Change Order 4, and should be complete soon, except for the exact location for the 2 accessible spaces. However, a Court order may be re- quired to revise the undercover pazking arrangement. It would be most advantageous to relocate the middle pazking space immediately outside the Entry Door at the base of the ramp and make both remaining places handicap accessible. This would result in one net lost space and be less expensive. Otherwise, if the uncovered spaces aze shuffled to make room for 2 spaces, the cost would be more, as the entire row would need to be re-striped to accommodate the loss of space. Please advise. c) We received a letter from Texas Historical Commission (THC) Architect which should achieve a softening of TAS/ADA hardware requirements, due to the fact that much of the existing hardware is unreplaceable or unmatchable. The THC solution would make the public corridor (double doors and commissioners' offices) knobs inoperable, install closers to keep doors closed, hold-open devices, and deadlocks to secure some doors. We aze currently working with the Contractor to effect reuse of the existing hardware. There is a possibility that levers may fit on the existing office door mortise latchsets, which will be the Auditor's Office, County Judge's Office, and Store Rooms in an attempt to stay within the Hardware Allowance, while not be as historically or visually appropriate for the public areas. 3. Return air filters at ceiling. Per Change Order 5, we are told that these aze ordered, shipped, and should be installed soon. 4. Contract Time. The Contractor is still on schedule to be totally complete by Mazch 31, 1997. r3o; VESPER LANE KERRV[LLE, TEXAS 78oa8 (nod 89S-ARCH *5. Basement. We aze awaze that some offices and functions will be placed in the vacated Basement; how- ever, we aze not sure of the scope of renovations which may be required. There was some work done by sepazate contractors and others (asbestos abatement, telephone, computer wiring, moving of previous tenants, etc.), some of which made portions of the Contractor's required Work impractical to achieve; e.g., reinstalla- tion of the existing ceiling tle due to damaged and missing suspended ceiling grid members. This work also left the spaces ragged and in need of renovaton. Since the Contractor will be on-site completing contracted Work, and not on a particulazly tght tine schedule due to window delivery, it would be our recommendaton that the Court consider placing work within the current Contractor's purview. Also, workers now have access through the west end door; once the Auditor is moved in and the door is sealed, access will become more difficult. This process would probably result in savings to the County, if the work must be done, regazdless. Of course, all this would be predicated on a limited scope of work and moving quickly to perform planning, drawings, pricing, permit, and working within the tine frame of Mazch 31 completon. This could be cov- ered in a change order for which we have insufficient information to make an estmate at this stage. Please advise. OTHER ITEMS 1. Conditional Occupancy Fire Alarm System. This work of sepazate contractor IHR is complete in the Courthouse, except for relocation of alarms required on the wall being partially demolished in the Restrooms. By the upcoming Court Meetng, Work on the Annex Lower Level should be complete. We will give a cur- rent report on this at the February 24th Meeting. 2. Window treatment. This separate contract has been retained to the Judge for signing by window treat- mentprovider, Inside Story of Fredericksburg. A final color selection has been made based on Hunter Doug- las blinds and is scheduled to be totally complete by April 1. The west end offices must await completon of the work in that portion. The maximum authorized by the Court was $3,700.00; it was possible to achieve the equivalent quality specifications at $2,800.00, thus, a $900.00 savings. 3. Other civic and exterior electrical service needs. Provisions have been made to reconnect some of the west side Christmas Lightng service in conjuncton with the removed exterior electrical cabinet at the west end of the building, which also included the fountain, street and grounds lighting, and electrical service entry. However, much remains to be done. We recommend that this issue be addressed no later than summer of 1997, as the County may desire to get some financial assistance from civic groups, when they begin planning for next Christmas. While we aze not totally knowledgeable of all the existng temporary electrical conditons (no one is), we aze awaze that the service is cobbled and probably under-serviced; it is both unsightly and potentally disruptive and dangerous.
