Kerrville, TX 78028 (830) 257-2993 FAX (8301896-8481 TO: Commissioners Court FROM: Leonard Odom, Jr. DATE: 6/1/98 RE: Witt Road The homeowners on Witt Road have diligently worked with the County on trying to get the roads in Spring Creek Ranch accepted by Kerr County for maintenance. The only piece of property where we needed right-of--way has been agreed to by the Bledsoe family, and it is my understanding the landowners of Spring Creek Ranch have pledges so faz of $8,500.00 to help with the reconstruction. The Court requested the Road & Bridge department to offer options on how the road work could be done. We have outlined below three different options. 1) Fu•st option is 2.95 miles of roadway. '~ If you take the entire subdivision it would take three yeazs for Road & Bridge to reconstruct in three phases at a cost of approximately $90,000 with the landowners providing on-site material and some funding. Any additional funding would need to be budgeted from Special Projects (License Registration Fees). a) Witt Road to the top of the hill the first year b) the remainder of Witt the second yeaz c) the side roads (with the exception of Dry Creek Road) m the third year 2) Second option is 2 miles of roadway. Take in only Witt Road. This portion could be done in two years at an approximate cost of $60,000 using material provided by landowners, and some funding. Any additional funding would need to be budgeted from Special Projects (License Registration Fees). 3) Third option is 0.4 mile of roadway. Take to the top of the hill and reconstruct in one year. This would cost approximately $25,000 using material and some funds provided by landowners. This portion will require relocation of underground telephone cable and deer-proof fencing. r''` Carl T. "Butch" Lakey, Commissioner County Court of Kerr County 700 Main Street Kerrville, Texas 78028 RE: Witt Road Extension ~^^ Dear Mr. Lakey, I have discussed the matter of the paving of Witt Road with my family and they are all in agreement that we dedicate the additional right- of-way that will be needed to pave the road and for the county to assume the maintenance responsibility under the following conditions: 1. The road will be built and maintained for its entire length, for perpetuity, in such manner as to avoid damage to our fence, or property, by water erosion; 2. The county will build a new fence to replace the portion of our existing fence which will be removed for construction of the road. The new fence must be built before the existing fence is removed, and must be built to our satisfaction, and we would retain any material salvaged from the existing fence; 3. All surveying, title and legal expense will be born by the county, and we will be notified before any surveying or construction crews enter our property, (call David Herchberger at 634-2052); 4. If the county agrees to all of the above then an order of the court to that effect will be entered into the permanent records of the court. The following parties will execute the dedication deed, which should be drawn to reserve all minerals to the grantors; Sarah Ann Bledsoe Hancock Brannan; Carl T. Bledsoe, Jr. as Independent Executor of the Estate of Carl T. Bledsoe, Sr., deceased; Margaret Ann Haverlah; Carl Thomas Bledsoe, III; Richard Brent Bledsoe.
