Inquiries with some member governments indicated continued need and interest in the same categories for FY99. The FY99 dates for the process are attached. Program Anticipated funds for the FY99 pass-through grant program for Solid iNaste remain approximately the same as FY97 and 98, that is, approximately $575,520.00. TNRCC provided a list of priority goals which would further the state's waste reduction goals and from which the COGs could select the categories which would best speak to the respective goals. AACOG's major goals based on the 1993 Update of the Regional Solid Waste Plan are: Goal #1: Increase diversion of material from the landfill in the AACOG region help in achieving the goal of 50°h diversion by 2000. Goal #2: Report regularly to solid waste stakeholders concerning the amount of solid waste diverted; increase the awareness of • residents, government officials, business and othai~ of the solid waste stream and practices, in order to encourage support for recycling efforts; and utilize the projects to be funded to encourage economic development generators in the AACOG region. Goal #3: Continue to pursue illegal dumping. The categories which best support AACOG's goals from the Regional Solid Waste Plan as identified by AACOG staff are: Category 1: Local Enforcement: Projects which contribute to the prevention of illegal dumping may be funded. These projects may include programs to. investigate illegal dumping problems, educate the public on illegal dumping iaws, and prosecute violators. These programs may also include activities to enforce laws pertaining to the illegal disposal of liquid wastes Fundina limitations specific to this cateaorv: 1. This category may not include funding for enforcement activities related to .the illegal disposal of industrial or hazardous waste. It is understood, however, that industrial or hazardous wastes may periodically be discovered at illegal waste disposal sites. Such instances do not preclude the investigation of that site, so long as the funded program is specifically aimed at the illegal disposal of municipal solid waste. 2. Grant funds may not be used for either the cleanup of illegal disposal sites or the transportation and/or disposal of wastes collected during such cleanups. Category 2: Source Reduction and Recycling Projects which provide a direct and measurable effect on reducing the amount of municipal solid waste going into landfills, by diverting various materials from the municipal solid waste stream for reuse or recycling, or by reducing waste generation at the source. These programs may include implementation of efficiency improvements in the solid waste management system in order to increase source reduction and recycling, to include: full-cost accounting systems and cost-based rate structures; establishment of a solid waste services enterprise fund; and mechanisms to track and assess the level of recycling activity in the community on a regular basis. Fundina limitations specific to this cateaorv: 1. Programs and projects funded under this category must provide a measurable effect on reducing the amount of municipal solid waste going into landfills. 2. Any program or project aimed at demonstrating the use of products made from recycled materials must have as its ria marv function the education and training of residents, governmental officials, and others, .in order to encourage support for recycling efforts. 3. Programs aimed at efficiency improvements to .increase the source reduction and recycling of solid waste must be coordinated with the TNRCC. Any program to develop afull-cost accounting system should refer to the full-cost accounting guidance prepared by the TNRCC. Recommended Types of Projects a. Reuse b. Recycling c. Composting d. Source Reduction e. Developing Markets for Recyclable Goods Category 3: Household Hazardous Waste Management Projects which ptovide a means for the collection, recycling or reuse, and/or proper disposal of household hazardous waste. Funding limitations specific to this cateoorv: 1. Grant recipients must work with TNRCC to ensure that all applicable regulations and guidelines are followed. 2. Funds may not be used for costs related to the disposal of collected wastes. 3. Funds may not be used for programs and activities related to the collection and management of hazardous wastes and industrial wastes, as defined under state and federal regulations. 4. Funds may not be used for programs and activities related to the management of scrap tires, used oil, oil filters, antifreeze, lead-acid batteries, or other special wastes excluded from disposal in MSW landfills. However, collection of these materials may be included as part of a comprehensive HHW collection and management program, so Fong as that is not the sole intent of the program. All three categories may include a public education component as part of the respective category activity. Options For Funding Plan Totaj expected funds available for distribution: $575,520.
