Lackey; Commissioner Pet. 3, Jonathan Letz; Commissioner Pct. 4, Bruce Oehler and the following budgets were discussed: 1:30 RM 2:00 RM 2:15 PM 2:45 PM Environmental Health was discussed with Glenn Holekamp and there was very minimal changes. Rabies and Animal Control was discussed. Budget was submitted with and without Control with City of Kerrville. Mr. Holekamp requested a truck be purchased for this department. It was also requested by the Court to put the contract with the city to be put on Commissioners' Court Agenda. County Treasurer was discussed. There was an increase in part-time salary with a (5,000.00 increase and a forty-two percent increase in computer software maintenance. Capital Outlay was increased with the purchase of a new desk. f310.00. County Court at Law. The Elections budget was also discussed. Judges salary increased to (10.621.00 and rental was for County Clerk was discussed. There were several changes in the budget. Capital Outlay requested a new cash register for (1,500.00 and a vital statistics printer for 5500.00 along with an additional employee in Tax Rssessor/Collector was discussed. Part-time stayed the same was overtime was increased. Postage, maintenance contract, conferences, software maintenance all increased. Capital outlay increased requesting a ABS Line Ban Printer and a Laser Printer was also requested from capital outlay. Tax Assessor/Collector addressed court of adding one full-time employee and supplies needed for full-time employee at the sub-station located in Ingram. It was requested by the County Attorney to change their current part-tire person, Wayne, to a full-tine position of a Step 12-2. COMMISSIONERS' COURT RECESSED AT 4:00 PM PRGE 696 COMMISSIONERS' COURT CONVENED IN BUDGET WORKSHOP an Wednesday July 08th, 1998 at 1:35 pn with the following officers present: County Judge, Honorable Robert A. Denson; Commissioner Pct.i, H. R. Baldwin; Commissioner Pct.2 T.H. Butch Lackey; Commissioner Pct. 3, Jonathan Letz; Commissioner Pct. 4, Bruce Oehler and the following budgets were heard: 1:35 PM County Jail was discussed. It was decided that a new line item needed to be established called Probationary Salary. Other increases in the budget were employee medical exam, office supplies and operating supplies. It was also request by the Sheriff that the dispatchers be increased by 2. Also stated in Court by the Sheriff was the fact that 19 of the Sheriff's vehicles have over 100,000 miles. Sheriff's Department budget was discussed. It was decided that the Investigation line item and Special Investigation line item be conhined as one. Vehicle maintenance requested to be increased to 140,000.00. Requested were 6 patrol officers, 1 warrant officer for misdemeanors, 2 CID officers and 1 CID clerk and five portable radios were also requested. COMMISSIONERS' COURT RECESSED AT 3:00 PM RAGE 698 COMMISSIONERS' COURT CONVENED IN BUDGET WORKSHOP SESSION on Thursday, July 9th, 1998 at 1:30 pm with the following officers: Honorable Robert R. Denson, County Judge; Commissioner Pct. 1 H.A. Baldwin; Commissioner Pct. 2, T.H. Lackey; Commissioner Pct. 3, Jonathan Letz; Commissioner Pct. 4, Bruce Oehler and the following proceedings were had: The following budget workshops were held: 1:30 pm County Judge budget was discussed. Basically, it remained the same with few changes. The County Court budget was also discussed. The•Special Court Reporter Line Item was changed to a salary line item. Conferences increased due to court reporter. Commissioners' Court budget was also discussed and it basically remained the same. 2:00 pm County Court at Law's budget was discussed. Court Coordinator, Barbara Holmes, was hired initally with a decrease of 2 levels in step grade. It is now being requested to increase her level by two step grade. A new line item was created for computer suppplies. Therefore, office supplies was reduced. Jury budget was next. Summons increased, but over all budget was reduced. It was discussed of a new department called Special Collections be created and requested was a collections manager, collections coordinator, and collections clerk. There is not enough money in the budget for all three. Russ Duncan will need to be the eanager and coordinator but a clerk may be provided. 2:30 pm District Clerk was not present at this time. 2:45 pm County Auditor budget was discussed then. Telephone increased along with postage and software maintenance. COMMISSIONERS' COURT RECESSED AT 2:45 PM PAGE 699 a COMMISSIONERS COURT CONVENED IN BUDGET WORKSHOP SESSION on Friday, July 10, 1998 at 1:30 pm with the following officers present: Honorable Robert A. Denson, County Judge; Commissioner Pct. i, H. A. Baldwin; Commissioner Pct. 2, T.H. Lackey; Commissioner Pct. 3, Jonathan Letz and Commissioner Pct. 4 Bruce Oehler were not present and the following proceedings were had: Budget workshop will be held on the following: 1:30 pm Budget was discussed for•Justice of the Peace, Precinct 1. There were increases in bonds and lease copier. Capital outlay was passed until new Justice of the Peace, Precinct 1 would be available for discussion. Justice of the Peace, Pct. 2 was discussed next. Increases were bonds, telephone, lease copier, conferences. A canopy was put into the miscellaneous line item, but it was discussed that needed to come out of permanent improvements. Computer hardware and software was also requested. Justice of the Peace, Pct. 3 was discussed at this time. Increases were bonds, books, publications and dues, and lease copier was decreased. A TV and VCR were requested in capital outlay along with a temporary wall. County Auditor stated that the probation office has two tv and vcr's they want to get rid of. Justice of the Peace, Pct. 4 increases were telephone and lease copier. Capital Outlay requested was one wide-carriage printer. Constable 1, 2, 3, and 4 budgets were discussed. Basically, they all remained the same. Denson, County Judge; Commissioner Pet. 1, H.A. Baldwin; Commissioner Pct. 2, T.H. Lackey; Commissioner Pct. 3 Jonathan Letz; and Commissioner Pct. 4, Bruce Oehler and the following proceedings were had: Budget workshop was held on the following: 2:30 pm Road and Bridge budget was discussed. One additional personnel was requested fior inspections, special projects, roads and subdivision rules and regulations. Telephone was increased by a new phone system. Requested in capital outlay was a computer and computer software. (Administration) Road and Bridge R11 departments was discussed next. Vegetation Control was decreased. Increases were operating supplies, fuel, equipment repairs, paving aggregate, contract fees, asphalt, oils and emulsions, street striping, guard rails. Capital outlay requested was 5114,000.00 with numerous itens. Special Projects was also discussed. Lackey; Commissioner Pct. 3, Jonathan Letz; Commissioner Pct. 4, Bruce Oehler was not present until 2:05 pm and the following proceedings were had: Budget workshop was held on the following: 1:30 pm Maintenance budget was discussed. A new line item was created for travel reimbursement. Overtime added 5500.00. There was an increase in supplies. Major repairs was reduced to f2, 500. 00 from (10,000.00. Capital outlay requests were a lawn mower and a drill. A budget request was made to delete part-time employee from maintenance and delete security guard at ag barn to combine to one full-time employee to be shared by maintenance and ag barn. Rg Barn Facility was discussed. Overtime added fi,000.00. There was a large increase in equipment repairs. Capital outlay requests were repair kitchen, air conditioners, tools, 63eachers, two heaters for indoor arena, amplifier/microphone for sound system, push mower, motorolla portable radios, weed trimmer and an event sign. Everything else stayed the same. Capital Outlay requests were 15 tables and chairs, computer, printer, color printer and laser printer. ATM will pay half for the computer package of a computer, printer and monitor. An overhead projector was requested in capital outlay.
