were had:

The Failure to Rppear• F'r•ogr•am works only for' certain traffic
violations. The DP5 war•r•ant databank will expire December :;1,
1999. There will 6e no way of collecting money after the
warrant databank expires except through this pr•ogr•am. The
consensus of the JF's is to proceed with the pr•ogr•am, but to
wait to refine the details. The Cnntr^act can be ter^minated by
either- party.
