T. R. R. ) Day. STATE OF TEXAS ANNIVERSARY REMEMBRANCE (S.T.A.R.) DAY PRO~)ECT August 26, 1998 Kerr County Atten: Kerc County Judge Robert A. Denson County Courthouse Kemille, Texas 78028 Dear Judge Denson: I am now a 12th grade student at Dickinson High School in Galveston County working on an exciting Texas and United States History Project. Galveston County Judge James D. Yarbrough asked me to write you and seek your advise and support for my S.TA.R. DAY Project I am writing you to ask you for your help in sponsoring a Kerr Courriy S.TA.R. DAY Memorial Resdution similar to the ones that aze enclosed in this proposal in the left side pocket . I have proposed to establish the STATE OF Tt7tAS ANNNERSARY REMEMBRANCE (S.TA.R.) DAY as a 'Spedal Observation Day' on the 19th day of February each year in Texas to observe the birthday of the State of Texas and celebrate the rich history and diverse heritage of the people of the State of Texas. In order to establish S.T.A.R. DAY on the Official State of Texas Calendar as a 'Special Observation Day' (not a holiday), I must seek the advice and support of the 76th Texas Legislature meeting in January and request that they consider passing a S.TA.R. DAY BILL Governor George W. Bush has sponsored my project during the last three years by offidally proclaiming the 19th of February as S.T.A.R. DAY throughout the state. I have enclosed the Governor's letter and S.T.A.R. DAY Proclamations for your review. I have also endosed additional information that will give you a chance to see what I have done with the help of my family, high school, City of Dickinson, and Galveston County Commissioners Court during the last three years to observe S.T.A.R. DAY. I have been encouraged by many people to seek the passage of a S.T.A.R. DAY BILL but I am just a high school student. Judge Yarbrough sponsored my proposal before the Galveston County Commissioners Court and they unanimously passed a 'Galveston County S.TA.R. DAY Mernoriel ResolutloK on April 16, 1998 to memorialize the 76th Texas Legislature meeting in 1999 to establish S.T.A.R. DAY as a 'Special Observation Day'. I have enclosed the Galveston County S.T.A.R. DAY Memorial Resolution for your review along with several others that I have already received. Judge Denson, I hope you will be able to help me in my quest to make February 19th each year a spedal day in Texas and Kerr County. I believe that observing the birthday of the great State of Texas regularly by appropriate and patriotic programs will have the effect of inspiring a greater appreciation for the rich history and diverse heritage of the people of the State of Texas in our public schools and other places. I would be honored if you would be part of The State of Texas' birthday celebration on February 19, 2000, the first S.T.A. R. DAY of the 21st Century! The people of Texas greatly respect Kerc County and your support will be critical for our success in passing a S.T.A.R. DAY BILL. I would be greatly honored if you would sponsor a Ken• County S.TA.R. DAY Memorial Resdudan and seek the support of the Kerr County Commissioners for its adoption. If approved, I will proudly cony and present the Kerr County S.T.A.R. DAY Memorial Resolution to the 76th Texas Legislature meeting in Austin in January 1999. Galveston County Judge James D. Yarbrough welcomes your use of the text of the Galveston County S.T.A.R. DAY Memorial Resolution if appropriate. 1 plan to ask each County Judge in Texas to help me obtain a County S.T.A.R. DAY Memorial Resolution to present to the 76th Texas Legislature in support of a S.T.A. R. DAY BILL. I want to share with you a very important summer activity of mine. 1 was honored this summer for my work on The S.T.A. R. DAY Project by my high school and the American Legion Post #291 of San Leon in Galveston County. I had the opportunity of attending the American Legion's BOYS STATE during June 6- 12, 1998 on the campus of the University of Texas in Austin. At BOYS STATE I had the opportunity to learn about the process of Texas community, county, and state governments. During BOYS STATE, I was elected a BOYS STATE House of Representative member in the BOYS STATE Legislature. In addition, I was appointed as Chairperson of the State Affairs Committee of BOYS STATE House of Representatives. In my role as a BOYS STATE Representative, (proposed the $.T.A.R. DAY Bill. The S.T.A.R. DAY Bill was passed and was actually sent along with other measures to our Texas House and Senate membership for their consideration. Over 1000 11th grade high school students attended BOYS STATE from across Texas this year and I was very excited to see the S.T.A.R. DAY Bill pass the BOYS STATE Legislature. I present this information because my generation seeks to cony on the great work you and your Commissioners aze pioneering for your county and Texas and to demonstrate support for the establishment of S.T.A. R. DAY among high school students across Texas. I would not have received this honor without the help and support of my family, high school, community, and county in encouraging me in my quest to seek establishment of S.T.A. R. DAY. I have endosed a copy of the S.T.A. R. DAY Bill that was approved at the 1998 BOYS STATE session for your review. I wish to thank you in advance for your advice and hope you will support my request. Sincerely, Daniel B. Kulvicki Student Member The Galveston County S.T.A.R. DAY Project Committee P.O. Box 1247 Dickinson.
