by Commissioner^ Let z, seconded 6y Commissioner^ Baldwin, the
Court unanimously approved by a vote of 3-0-0, the amended Job
Descriptions for the Rnimal Control Facility.
JOB DESCRIPTION: ANIMAL CONTROL FACILITY MANAGER
PAY GROUP:
APPOINTED

MANAGER
To efficiently operate and maintain the county animal control facility.
ORGANIZATIONAL RELATIONST3IPS:
1. Reports to: Commissioners' Court
2. Directs: Oversees all functions of Animal Control Facility
3. Other: Works with A.C.O.'s, veterinarians and the general public
This is a responsible position covering all aspects of the operation and function of the Anima]
Control Facility.
EXAMPLES OF WORK:
Receives and routes incoming telephone calls and visitors;
Responds to routine and informational inquires about the services and program(s) administered by
the facility and may be assigned primary responsibility for processing work relating to a specific
function;
Coordinates with A.C.O.'s for inquires about animals at the facility and missing animals;
Responsible for all record keeping required at the facility;
Responsible for all accounting duties and practices of the facility;
Responsible for of preparing regular reports in standardized format(s) on facility activities to be
distributed as required by the various state, county and other entities;
Responsible for personnel; i.e. employment, assigning to duties, and overseeing time sheets;
Reviews supply inventories and operational needs and orders supplies as needed;
May process registrations, complaints, and requests;
Oversee and may assist in daily cleaning and maintenance of facility;
Assist A.C.O.'s, workers, and public with handling of animals, including euthanasia; and
Performs other duties as may be assigned.
REOUIItED KNOWLEDGE. SHILLS AND ABII.ITIES•
Ability to care and work with animals. Knowledge of and ability to apply correct business
English, spelling and arithmetic;; knowledge of an ability to operate modern office equipment;
ability to type accurately; ability to establish and maintain effective working relationships with co-
workers and outside agencies; ability to deal effectively with public including hostile and
argumentative people; express ideas clearly; to be self starting and show initiative; orgarrize work
and to be attentive to detail; and ability to understand and follow oral and written instructions and
to request clarification when needed. Will be required to be able to operate calculator, word
processor, computers and two-way radios.
ACCEPTABLE EXPERIENCE AND TRAININ
High school graduation or its equivalent with any equivalent combination of experience and
training which provides the required knowledge, skills and abilities to execute work and duties
descn`bed.
CERTIFICATES AND LICENSES REQUIRED:
Honest Bond for handling money.
Valid Texas Drivers License
Texas Department Health Certification for Animal Facility management and euthanasia (may be
obtained after starting work)
PHXSICAL REQUIREMENTS:
Must have the ability to physically move about including lifting and handling of animals, supplies,
and equipment.

Animal Control Officer
ANIMAL CONTROL OFFICER

To provide effective Rabies and Animal Control in Kerr County.
ORGANIZATIONAL RELATIONSHIPS:
1. Reports to: Animal Control Facility Manager and Local Health Authority for Rabies
2. Directs: Assistant Animal Control Officers
3. Other: Will perform other duties as assigned and/or requved to maintain
department operation and animal control facility
GENERAL STATEMENT OF DUTIES:
This is a responsible position which includes but is not limited to work involved in investigating
reports of animal bite and stray animals, administering and enforcing rabies and animal control as
defined and described in the Kerr County Rabies and Animal Control Order, City of Kerrville
Ordinance and the Texas Health and Safety Code.
Shall provide assistance as needed at the animal control facility.
Work is performed within established procedwes and policies involving sound judgment and
initiative.
All aspects of work performed is under the dvect supervision of the Facility Manager.
Animal Control Officer will be required to be on call after normal working hours for bites and
emergency situations, and Sll in at the animal corttrol facility.
Investigates calls regarding possible exposwe to rabies.
Answers bite related calls.
Prepare and submit reports and records of work performed. May include collection, assembly and
analyzing data and/or statistics.
Communicate with Local Health Authority for Rabies and Animal Control, Manager, and County
Veterinarians regarding rabies and animal cormol concerns.
Provide information, public education, and promote public awareness regarding rabies and animal
control.
Enforce Kerr Coumy Rabies and Animal Control Order and City of Kerrville Ordinance to secure
corrections including filing charges for violations.
Perform job duties within requirements established by Kerr County Personnel Policies and
administrative procedures.
Complete on-going training in the form of cowses, meetings, seminars, home study cowses, etc,
to maintain certification and improve job performance.
May be required to work irregular hows, meaning those other than Monday through Friday, but
no more than 40 hours per week.
Assist as needed or required in fimctions and operations of the animal control facility including
euthanasia.
REQUIRED KNOWLEDGE. SKILLS AND ABII.FT~S:
Knowledge of State Statutes, Code and Rules pertaining to Rabies and Animal Control in Ken•
Coumy and City of Kerrville.
Ability to deal tactfully with the public; including difficult people and emotional situations.
Express balanced judgment especially in evaluating situations, be self-starting and show initiative;
organize work, be attentive to detail, and complete forms fully and accurately.
Graduation from Idigh School or G.E.D.
Basic Certification in Animal Control as required by the Texas Department of Health.
CERTIFICATES AND LICENSES REQUIRED:
Valid Texas Drivers License
Basic Animal Control Officer Certification (can be obtained after starting work).
Good health and physical condition to move frcely by vehicle and on foot to locations and on
unlevel terrain. Must be able to lift and handle all animals.

OBJECTIVE: Assists Animal Control Officer in effective Rabies and Animal Control in Kerr
County and City of Kerrville.

Senior Facility Worker/Clerk
OBJECTIVE: Provides accurate clerical and record keeping for Kerr County Rabies Animal
Control and assists in the daily cleaning and maintenance of the animal control
facility
ORGANTLATIONAL RELATIONSffiPS:
1. Reports to: Facility Manager
2. Directs: Community Service Workers and/or SWAP Workers
3. Other: Works with other Shelter Employees, the General Public, and Animal
Corrtrol 06cers.
GENERAL STATEMENT OF DUTIES:
This is a responsible position that may involve some independent judgmem. Duties include
performing clerical work requiring application of various complex work methods and procedures,
in accordance with the laws and regulations controlling the employing departme~, and with
departmental functions, policies, and practices and daily cleaning of all facilities, feeding and
handling of animals, minor maintenance and repairs; assist the manager as needed and asst the
public with their animals.
EXAMPLES OF WORK:
Provide the Public with friendly courteous service.
Provide clerical support for Manager and Animal Control Officers..
Provide accurate messages for dispatching Officers.
Assist Public and Animal Comrol Facility with animals.
Provide light bookkeeping for Animal Comrol Facility.
Assist the daily cleaning and sanitizing of all animal holding areas.
Assist the daily feeding, watering, handling of animals.
Assist in general maintenance, minor repairs, and custodial service to all areas of the shelter.
Assist animal control officer in care of animals including euthanasia.

3. Other: Works with other shelter employees, the general public and animal control
officer.
GENERAL STATEMENT OF DUTIES:
Work involves daily clearng of all facilities, feeding and handling of animals, minor maintenance
and repairs; assist manager as needed and assist the public with their animals.
Daily cleaning and sanitizing of all animal holding areas.
Daily feeding, watering, handling of animals.
Provide general maintenance, minor repairs, and custodial service to all areas of shelter.
Assist the manager with the public and their animals.
Assist the manager with his duties as needed.
Assist animal corrtrol officer in care of animals including euthanasia.
Perform such other duties as maybe assigned.
