PROCLAMATION WHEREAS; A flood is a natural and expected condition on the Guadalupe River; WHEREAS; A flood is likely to occur when very heavy rains fall for an extended length of time; WHEREAS; Slow rains that continue for many hours can also bring on floods; WHEREAS; Most flooding in Kerr County and along the Guadalupe River has occurred between the months of December and August; WHEREAS; Thunder, intense lightning, and black clouds aze flood warnings that nature provides; WHEREAS; At times of heavy rainfall, the Guadalupe River and adjacent creeks flow very full and fast, and a wall of water called a crest is sometimes created, causing a rise of several feet in a matter of minutes; and WHEREAS; The River and creeks can then spread out of their banks to great widths and create severe destruction. NOW THEREFORE BE IT KNOWN: That I, Robert A. Denson, County Judge of Ken County, Texas, and in cooperation with the Guadalupe River Corridor Committee, do hereby proclaim November 29'", through December 5`s, 1998 as "FLOOD AWARENESS WEEK" FOR KERR COUNTY and call upon all citizens of our County to be highly awaze and sensitive to the possibility and criticality of flooding.
