Re: Proposed Office Rental for Tax Assessor Dear Judge Denson: Thank you for your letter of September 16, 1998 concerning the captioned matter. This was submitted to the City Council for consideration. While we do not necessarily agree that the payments being made by the City to the County fall short of fair market value, we do feel that the best interest of the citizens of Kerr County can best be served when there is cooperation between government entities. Such is the case with the matter before us. We will agree to a lease of the space in the municipal building with the configuration to be agreed upon between the parties. We will accept your offer of foregoing rent for the first two year term of the lease with the agreement that the County will be responsible for all remodeling costs including the installation of a separate electrical meter, all wiring and all required modifications to the air conditioning and heating system. As stated, at the end of the two year lease a fair market value for the rented space wilt be agreed upon between the parties. Upon final termination of the lease, all improvements will inure to the benefit of the City at no cost. Finally, we would like an agreement that the charges being made by the County for dispatch and animal services, will not be increased during the first two year term of the lease. If the above sets out our general understanding, please advise and we will let the City and County attorneys work out the details of the lease.
