All utility lines that pass under a road shall be installed before the road is paved. Whey it is necessary that utility lines pass under as existing road pavement, they shall be bored to a point of at least four (4) feet beyond the edge cf the pavement. 2. Should conditions exist making it impossible to bore, the following steps must be followed: a. A permit must be obtained from the Road l~ Bridge Department showing location, time and date the road is to be cut. b. Signage must be provided in accordance wiW Texas Manual of Uniform Traffic Cornrol Devices (MUTCD); and a flagman shall direct traffic during the construction. c. The road will be dug and repaired exactly in accordance with the detail in Exhibit "A". d. The work will be completed in a timely manner, but no longer than five (5) working days. e. A&er the construction is completed, the Road & Bridge departme~, shall be co~acted for the final inspection. _ Failure to follow procedure in Item 2 will resuh in a suit to collect the County's damages including attorney's fees and court cost, and may resuh in criminal prosecution under Section 28 ofthe Texas Penal Code. As I discussed with Elroy last Friday, underground utility lines within the road right-of-way must ha within 0-4 feet of the right-0f--way line. The right-of-way oa Felix Fisher Road is 60'. The right-of-way is marked with flags. The ditch you are trenchina is NAT within 0-4 feet of the right-of-way, in tAc[, it is about 2' 4om the edge of the asphalt. The trenching depth is not adequate. ,~ Yau are not using proper signage by Tatar Manual of Uniform Traffic Control Devices (MLiTCD), and you are not cleaning the debris off of the roadway everyday after you finish working.
