The Kerr County Courthouse and Annex Renovations will require that all departments currently operating in the two structures will continue publiGy accessible operation, excepting minor scheduled delays and inconveniences to relocate occupants (moving by Owner). Contractor shall not cause or allow conditions under his control which would inconvenience occupants or disrupt services without specific approval by the Owner. Some currently occupied areas (e.g., Courthouse Second Floor) will not be accessible for the Work of Phase 3B until Contractor has completed new spaces in the Second Floor Annex for each Department affected: District Court Room (at least one) and their offices, holding cells, one bailiff station, restrooms, both stairs, and one elevator. Completion for those spaces includes alt necessary finishes, cooling/heating, woodwork, electrical power, lighting, telephone, building and toilet access in place (Substantial Completion). District Clerk will require temporary offices in Lower Level Annex. Existing Second Floor Bridge shall stay in service for as long as practical, as it is the means of wheelchair access to the District Court and Clerk, and the Court's access to the Temporary Holding Cell. Final roofing shall not begin until new exterior walls of Annex are complete. It is assumed chat exterior foundation and wall Work will begin at the indicated Southeast entrance to the Annex, and proceed counterclockwise on the Annex with the elevator/existing Lobby being the last of Phase 3A added exteriorwall, elevator alterations. One handicap accessible ramp/entry to building must be operational at all times, as must one elevator to the Second Floor. Reference other Sections for Contractor-initiated requests to vary general sequencing of Work, as Prescribed. PHASE 3A SCOPE - By Level, exact sequencing may vary: SECOND FLOOR ANNEX (SFA) 01 Barricading and protective measures for public, Owner's personnel, and Workers. 02 Coordinating with Owner's forces the removal of salvage and other Owner's furnishings, equipment. 03 Complete demolitioNremoval of indicated remaining interior partitions. 04 Indicated partial removal and leveling of substrate concrete floors. 05 DemolitioNremoval of indicated portions of connecting bridge to Courthouse. 06 Exercising precise coordination so as to not cause leakage, damage or environmental discomfort to operations of adjacent or lower levels; remove existing exterior concrete panels at appropriate times to facilitate debris removal and addition of new ground-supported masonry exterior walls, including doors and windows on all levels. 07 Construct new bridge to Courthouse, elevator, and reconstruct portion of masonry on Second Floor Courthouse north wall. 08 Removal and replacement of roofing, including re-setting remaining and new rooftop equipment. 09 Installation of completely operable mechanical and electrical systems. 10 Installation and finishing of interior partitions, ceilings, floorings, doors and windows, woodwork. FIRST FLOOR ANNEX (FFA): 01 Barricading, demolition, removal of indicated portions of First Floor Lobby, concrete, ramps and landings, masonry, earthwork and miscellaneous materials to facilitate the installation of new elevator, glazing, partitions, ceilings, ramps and landings. 02 Add new ground-supported masonry exterior walls, furred extensions of window openings to existing wallslwindows. LOWER LEVEL ANNEX (LLA): 01 Banicading, demolition, removal of indicated portions of Lower Level Lobby, concrete, piers, retaining walls, curbs, landings, masonry, doors, earthwork and miscellaneous materials to facilitate the installation of new elevator and other construction. 02 Provide new sanitary and storm sump locations. 03 Add new ground-supported masonry exterior walls, doors and windows. 04 Installation of completely operable mechanical and electrical systems. 05 Installation and finishing of indicated interior partitions, ceilings, floorings, doors, windows with emphasis on completion of Temporary Office for District Clerk in order to allow work of Phase 3B to begin. 06 Construct foundation modifications, tunnel to Courthouse, and elevator. BASEMENT COURTHOUSE (BC) 01 In conduction with LLA above provide structural alterations as indicated, and in sequence described. 02 Barricading, demolition and removal of indicated portions of existing concrete, piers, retaining walls, curbs, landings, masonry, windows, earthwork and miscellaneous materials to faalitate the installation of new elevator and other construction. 03 Installation and finishing of indicated interior partitions, ceilings, floorings, doors, windows. PHASE 3B SCOPE - By Level, sequence varies. This sub-phase shall begin when one new courtroom, a holding cell, and the temporary District Clerk's Office on the Lower Level are substantially complete for occupancy and safely accessible: SECOND FLOOR COURTHOUSE (SFC): 01 Barricading and protective measures for public, Owners personnel, and workers. 02 Complete demolitioNremoval of indicated interior partitions. 03 Rehabilitate the existing exterior windows of the Courthouse. 04 Removal and replacement of roofing, inGuding re-setting all remaining and new rooftop equipment. 05 Installation of completely operable mechanical and electrical systems. 06 Installation and finishing of indicated interior partitions, ceilings, floorings, doors, glazing, woodwork. FIRST FLOOR COURTHOUSE (FFC): 01 Barricading and protective measures for public, Owners personnel, and workers. 02 Rehabilitate the existing exterior windows of the Courthouse. 03 Add ceiling to Commissioners' Courtroom PENTHOUSE COURTHOUSE (PEC): 01 Barricading and protective measures for public, Owners personnel, and workers. 02 Rehabilitate the existing exterior windows of the Courthouse. 03 Removal and replacement of roofing, including re-setting all remaining and new rooftop equipment. GENERAL NOTES: G1 All dimensions are to face of existing wallboard, plaster or masonry, or to centerline, as indicated with aone-dash broken line. G2 Verify existing conditions; review deviations and discovered conditions with the Architect before proceeding, including all layout and remaining finishes and operations affected. G3 Coordinate with Owner removal of equipment and furnishings, if any, which are not indicated to be removed by Contractor. Coordinate with Owner prior to commencing work in each space where damage, dust, noise, or other inconvenience to Owner might occur. Dismantle or disassemble and relocate indicated equipment and fixtures; temporarily store designated equipment at the job site in a space approved by Architect on the Second Floor for possible re-use, in this building, or for use by Owner in other County facilities. Any items not claimed by the Owner or so designated by Architect to remain on site by time of Substantial Completion shall be removed from the premises by the Contractor as a change order. If, in Contractor's opinion, work may not be accomplished properly, or stored items may be damaged, without removal of certain stored items, Contractor shall make a request for Owner's forces to remove such items. Contractor is not required to move stored items for Owner without change order. G4 Review all Work operations, which may affect the Owner's operations, with the Building Superintendent and the Owner's department head which will be directly affected by such Work. Sensitive operations and archival records are housed on the levels immediately below the faalities to be demolished and renovated in the Work of this Project. Do not perform any operations which might affect the ongoing operations, personnel, equipment ,and records of the departments of the Owner without adequate, timely coordination and specific acceptance of the Owner to proceed. Schedule alt noise, dust, vibration, or moisture producing Work after Owners hou-s of operation. Place all currently occupied facilities back in order and operation, including mechanical and electrical, prior to 7:00 a.m. of the next day of operation for the Owner. G5 Remove all existing walls as indicated, except those shown to remain intact. Remove walls to be demolished to a point flush with or below adjacent floor levels, including all inGusive reinforcing, wire mesh, and other protrusions. The finished wall or appurtenance demolition condition shall be such that it can be completely covered or hidden by a subsequent nominal one half inch topping. G6 Remove existing noted concrete ceilings prior to removal of supporting walls; remove all concrete and other masonry walls; exception: noted 3-inch precast panels around existing Electrical Room shall remain; temporarily brace unstable panels and walls to structure to prevent movement with anchors and appropriately sized steel angles. Use of pneumatic jackhammers shall not be acceptable without prior approval of Architect/Engineer. Remove concrete by wet-saw-cut method or other low-dusting procedure; saw concrete into manually removable sizes (e.g. 3'x3'), after thoroughly bracing and shoring for support. Manually lower sections so as not to drop, cause nuisance, impact loads or otherwise cause overloading to the structure. Concrete sections and rubble shall be staged for removal by placing onto the floor so as not to overload the structure; no greater than 6-inch thickness of sections/rubble shall be allowed to accumulate. G7 Remove all existing ceilings and suspension systems, except anchors in concrete, prior to removal of plaster and gypsum board walls. All Second Floor partitions shall be removed, except as indicated to remain. Thoroughly brace for support until dismantled. Manually lower dismantled sections as not to drop, cause impact loads or otherwise cause overloading to the structure. Rubble shall be staged for removal by placing onto the floor as not to overload the structure; no greater than 8-inch thickness of such rubble shall be allowed to accumulate. G8 Prior to removing any of the walls or ceilings, remove attached mechanical and electrical fixtures, piping, conduit and wiring. All plumbing fixtures on Second Floor Annex shall be removed, except the combination security fixture in the EX COURT CELL until Phase 3A is complete. G9 Patch ~ match (P&M) adjacent existing interior wall finishes damaged by this Work, which will remain and be exposed to view by the public, or which will in any way be hazardous to workers or public. Existing exterior masonry or finishes shall not be generally patched or pointed; only exterior existing masonry damaged by this Work or as indicated shall be repaired, pointed, and made weather-tight. IIII~ AI I 1 G10 On the First Floor as little Work (below the Second Floor) as possible shall be accomplished during hours of Owner's operation. All necessary Work which must be accomplished on the First Floor shall be scheduled and coordinated per Note G4. Protect furnishings, equipment, fixtures, adjacent surfaces, flooring, ceiling, grid, registers, partitions, finishes, plants, and persons from damage of demolition, dust, debris, cleaning solutions, preparation operations, overspray, splatter, moisture, or drippings; thoroughly barrier, mask and drop-loth before perfonning Work procedures on the First Floor. G11 As indicated and otherwise required on the interior or exterior of the fadlitieS, erect temporary 1/2"- 3/4" plywood and 2x4 stud partitions and barricades with a 3'-0"x 7'-0" (minimum) plywood doors, as necessary to control dust, debris, excessive noise and protect employees and public from potential physical harm. Post appropriate clearly legible signs in English and Spanish at openings, partitions, and as otherwise needed to warn employees and public, and to prevent entry at dangerous periods. Owner will provide temporary directional signs to temporary and other offices. Temporary doorways shall have latches and dosing devices to discourage entry; however, no locks may be installed without the expressed written consent of the Owner. City Building Offidal and Fire Marshall's approval shall be obtained by Contractor for any deviation from the indicated barrier and exit door configurations. Scheduling for restricting access and use of the spaces within the extent of work shall be closely coordinated through the Owner's Representative. G12 Operations must be conducted in the existing courtrooms and offices of Basement/Lower Level, First Floor Courthouse and Annex, and for Phase 3A in the Second Floor Courthouse until the Annex renovations are complete. Except those demolished or in intensive work areas, all restrooms shall be kept available and operational. Access to the existing Annex Stair 1, Bridge, elevator, temporary Court Cell and Toilet shall be kept open as long as possible; limit use for demolition Work or access, and with Owner's acceptance. G13 Existing Elevator and Existing Stair 2 may be used for the Work and access thereto, including materials transportation, provided that the loading capacities are not exceeded; protect inside surfaces from scratching and other damage; all damage shall be repaired at Contractor's expense, and usage by Contractor may be preempted for handicap access, security, or other Owner-access reasons. Do not allow debris to remain, or otherwise cause or permit hazards or obstacles to exist in the foyers or stairways for more than an hour before removal. Contractor may use the areas occupied by the Building Superintendent, including the existing Sally Port and Lower Level Entrances, and certain parking areas, subject to approval by the Owner's Representative. G14 Areas used by the Contractor and shared with others shall be left broom clean daily. Second Floor and other non-0ccupied areas used by the Contractor shall be broom cleaned at least weekly. Any damage caused by Contractors work shall be repaired by Contractor to the acceptance by the Architect. G15 Remove all unused, abandoned piping, conduit, fixtures, equipment, and as further defined in Mechanical and Electrical Drawings. Verify with Owners representative and Arohitect/Engineer, if there is any doubt. G16 Remove furring from all columns only after verifying with architect that work is necessary for dimensional or finishing requirements G17 All maximum security glazing, steel, hardware, and otherdismantled materials and equipment not spedfied to be re-used or retained by the Owner shall become the property of the Contractor to dispose of in what ever legal manner the Contractor chooses, including all rights for salvage value. file:kc3gent.001
