RERR COIINTY 4-H SKEET & TRAP PROJECT NARRATIVE The Kerr County 4-H Skeet & Trap Project has been in existence for four years. It is a project level activity open to all interested youth between the ages of 9 to 18 as a standard part of the Texas 4-H Shooting Sports program under the Extension Service. In 1997, mandatory Texas Hunter Education was added to the project. We are open to all youth from County 4-H clubs as well as youth in adjoining counties. Texas 4-H Shooting Sports is now the number three activity only behind livestock and horse projects statewide. We encompass over 7,000 youth in all shooting disciplines and are growing rapidly. This growth is due largely to the ability to reach inter-city as well as rural based young people. Our project currently consists of some twenty plus youth. Our biggest limitation to date has been availability of adequate shooting ranges. The 4-H Skeet & Trap Project in conjunction with the Hill Country Gun Club now hosts ten (10) major events annually including the District 10 4-H Shoot, Texas Big Horn Sheep Society, Cowboys Artists of America, Kerrville Senior Games, Norwest Bank, Security State Bank & Trust, Texas A&M Scholarship Fund Raiser, and two registered shoots. In 1997 these events had over 500 participants. Our current facility as well as the proposed new facility is open to the public. We are currently working with the Chamber of Commerce and Convention and visitors Bureau in both Kerrville and Fredericksburg to increase awareness of facility availability. Our goals are to teach firearm safety, basic and advanced shotgun skills, hunter education, and promote junior leadership. Our secondary goal is to have a facility in the Kerr County/Kerrville area that can be an asset and draw for the Hill Country Area. We are currently in negotiations with Schreiner College to provide a means of having an intercollegiate team and offer Skeet and Trap as Physical Education courses. On September 1, 1997, The Hill Country Gun Club acting as managing partner for the 4-H Skeet & Trap Project finalized a twenty-five (25) year lease with the City of Kerrville on a 63.20 acre site just off of Loop 534 at the eastern edge of the city. The lease took two years in the negotiations, planning and approval. Lease payment is $100 annually with a required capital expenditure of $100,000 in the first five years, or the completion of three skeet and trap fields. This lease occupies the closed land-fill and is one of the very few uses that can utilize and reactivate this type of land. PROJECT NARRATIVE - CONTD The project proposal currently consists of two phases. Phase I will require building three skeet fields, two being overlaid with trap fields and the third being overlaid with both a trap and 5- stand sporting clays field; all site grading and utilities as well as fencing, parking area, restrooms, and temporary warehouse. This will allow us to become operational. Phase II will be the construction of a clubhouse/office/education hall, warehouse, pavilion and additional site improvements. The total project cost is estimated to run $188,500 to $253,500 (see attachment for breakdown). Phase I will require approximately $100,000. This phase is scheduled for completion by late summer of 1998. Phase II will hopefully be completed by the year 2000. Presently, survey and field notes has been completed and paid for ($1,900), and site design is near completion. The 4-H has a commitment from BFI for all dirt work which is estimated to run $30,000 to $40,000. We have received $7,000 in contributions and have pledges for an additional $7, 500 plus a five acre lot which will be deeded and sold (estimated net value $7, 500) just in our first forty-five days of fund raising. The Hill Country Gun Club will be contributing over $25,000 in skeet and trap machines already owned. In addition to the foregoing which totals some $75,000, we intend to raise the balance through individual contributions and grants. In-kind donations as labor or materials from club members and local retailers will contribute an estimated $25,000 to $30,000. The Hill Country Gun Club currently has in excess of $20,000 in reserves for enabling the cash flow.
