PROPOSAL
Building Distress Evaluation
Kerr County Law Enforcement Center
Kerrville, Texas

On October 13, 1997, brash Consulting Engineers (DCE) submitted to you a proposal to
perform engineering services to evaluate the observed building distress at the above referenced
project. In our proposal, we recommended that four azeas of study should be performed. These
were:
• GeotechnicalInvestigation
• Structural Investigation
• Surveying
• Plumbing Tests
This proposal addresses the Geotechnical Investigation services to be performed by our firm.
We understand that Beicker Engineering, Inc. (BEI) will be retained to perform the Structural
Investigation.
At the request of Mr. Davy Beicker, P.E., we aze submitting our revised proposal and other
proposals to address the cost of services to provide Surveying and Plumbing Tests. We have
attached a copy of the proposal from Civil Design Services, Ina (CDS), the firm we prefer to
use for the Surveying. The cost for these services will be $9,800.00 for the initial survey, and
will be $3,800.00 for each additional survey. We would anticipate that two additional surveys
will be needed after the initial baseline data.
In their proposal, CDS states that a bench mark will need to be installed if one is not within
reasonable distance of this site. The cost to install this benchmazk will be $2,000.00. We have
revised our proposal estimate to include this item. We will not chazge for this item if the
benchmark is not installed.
Testing of the water and plumbing lines is a contractor service. Many plumbing companies can
perform this service. We were able to obtain a verbal daily cost estimate from several plumbing
companies. They would not give us a written quotation without visiting the site. However, based
on their experience and similar projects, they estimated that the effort would probably take about
three days at an estimated cost of $6,300.00.
In closing, the following is a summary of our changes for this project.
