On Mountain Ridge Estates, the Commissioner Court required the water system be in place and certified before granting Final Plat. 2. River Park Road is only a 40' right of way and the TNRCC letter states the water mains will be placed this right of way. The project generally meets the minimum requirements of the TNRCC's Chapter §290 -Rules and Re,pyllations for Public Water Systems (Rules) and is conditionally approved for construction if the project plans and specifications meet the following requirements: 1. The waterlines must be disinfected before use according to the current standard, AWWA C651-92. A minirnum of one bacteriological sample must be collected for each 1.000 feet of completed waterline to check efficiency of disinfection procedures and must be repeated if contamination persists [§290.44(f)(3)]. 2. The hydrostatic leakage rate for PVC pipe and appurtenances shall not exceed the amount allowed or recommended by formulas in AWWA C-605 as required in §290.44(a)(5) of the rules. [L = ND(P)'h/7,400] 3. All newly installed pipe and fittings must conform to ANSI/NSF Standard 61 and must be certified by an organization accredited by ANSI [§290.44(a)(1)]. 4. All plastic pipe for use in public water systems must also bear the National Sanitation Foundation Seal of Approval (NSF-pw) and have an ASTM design pressure rating of at least 150 psi or a standard dimension ratio of 26 or less [§290.44(a)(2)]. The system must be designed to maintain a minimum pressure of 35 psi at all points within the distribution network at flow rates of at least 1.5 gallons per minute per connection 6. Water transmission and distribution lines must be installed according to the manufacturer's instructions. However, the top of the water line must be below the frost line and never shall the top of the water line be less than 24 inches below the ground surface 7. Air release devices shall be installed in the distribution system at all points where topography or other factors may create air locks in the lines. Air release devices shall be installed in a way that precludes the possibility of submergence or possible entrance of contaminants. In this respect, all openings to the atmosphere shall be covered with 16- mesh or finer, corrosion-resistant screening material or an acceptable equivalent (290.44(d)(1)]. The submittal consisted of an engineering report and two sheets of engineering drawings. The approved project consists of: • Installation of 4-inch, 3-inch, 2-inch and 1'h-inch diameter PVC ASTM D2241 SDR 26 and ASTM D1785 schedule 40 waterline with valves and fittings; and, • Installation of valves, fittings and related appurtenances. Waterlines will be constructed primarily along River Park and Fisher Roads. The purpose of the proposed improvements is to supply water to a 21-lot subdivision located off Fisher Road near the Guadalupe River and State Highway 39. The subdivision will consist mainly of lots larger than one and one-half acres with on-site sewage disposal. The existing pressure tank is adequate to supply up to 16 of the new connections. Additional pressure tank capacity must be added to the system for the remaining connections. The Mary Mead Water public water supply system provides water treatment for the system. An appointed engineer must notify the TNRCC's Region 13 Office at (210) 490-3096 when construction will start. Please keep in mind that within 60 days of project completion the engineer must attest in writing that the project was constructed as described in the approved plans, specifications and any change _ orders filed with the TNRCC as required in §290.39(c)(3)(C) of the Rules.
