Enclosed are severe) doaments that must be completed by you in ordv to initiate the
Automated Weathv Observation System (AW05) project for the Kerrville MumcipaVLouia
Schreinv Field Airport, TzDOT Numbv AW98RERVL. Please review the instmctions in this
Vansmittal letter for wmpleting the documents. Wt are most pleased to provide arty assistance
possible to help complve tiffs projem in a timely mennv.
Enclosed are three wpiea of the Airport Project Participation Agreement (APPA) between
the City of Kerrville and Coumy of Kerr, as airport sponsor, and the Tezas Department of
Transportation, Aviation Division, as your agem for this project. The Agreement includes several
parts. Part I describes the participants and the projeU. Part II includes the state's offer of
financial assistance for the project. Part III idrnflfies [he obbgations of the sponsor in accepting
the financial assistance. In Part N of the Agreement, the Texas Department of Transportation is
named as your agent in implementing this project and descdbes what the Department's
responsibilities are as your agent. Part V provides the contract recitals. The remaining parts of
the Agreement are for signatures exeating the Agreement.
The three additional documents contained in the packet are:
1) CaTitication of Airport Fund. This indicates that you have a aeparete fund m
which airport revermes are deposited. If you do not have the statutorily required
Airport Fund, such a fund must be created within 60 days. Such fiord maybe en
account as part of anothv fund, but smut be accounted for in such a mannv that
all revenues, expenses, retained earnings, and balances in the account ue
discernible from othv types of moneys idrntified in the fund as a who4e. Complete
and return with signed Agreement or upon veation of tha fund within 60
days.

2) Designation ofSponsots Authorized Representative. This idrnfifies yow contact
person for the administratlon of the contact. This dcea not have to be The same
person who signs the Airport Participation Agreement but should be somwnc

3) Certification Regarding Drugfree Workplace. This Form is a federal requirement.

If the City of Kerrville and County of Kerr does no[ curtently have an aitpon pavement
maintenance-managemrnt program, as stated in PaR ID, Item l.o., one should be established.
Failure to establish this program shall be reason for suspension of this grant.
We mquest that you proceed as expeditiously as possible m execute the Agreement and
wmplete the ceRifications. Please execute the Agreement withia 30 days of receipt. It wi116e
necessary for yow attorney to endorse yow acceptance of the Agreemrnt m assure that it has
ban accepted in accordance with local laws. Hoth copies of the Agreemrnt should have original
signatures for acceptance.
Please return both copies of the fully signed Agreement to the Texas Departmrnt of
Transportation. We will return a fully executed copy to you. The Texas Department of
Transportation looks forward to working with you on this impoRanl project for yow community.
