2.3 Consider- and discuss request for escrow fund
to be established for the purpose of r-ailing funds to upgrade

Sandra Pena addressed Court on above agenda item. She had met
with Road and Bridge Depar^tment and they recommended a three
phase plan. She wanted to know fr-om the Co~_~rt the specific
dollar- amount the property owner-s needed to come ~_ip with to be
able to proceed. Mr-. Odom estimated at approximately
~9@,@@@.@0 would be needed to br-ing r-oads up to county
standar-ds. Mr-. Odom stated that one pr-oper-ty owner- has 4@ft.
easement and it needs to be E@ft. Mr Odom did not want to
make a recommendation at this time because the Road and Bridge
Department has not actually been to Witt Road. The Court
agr-eed that a 5@ft. right-of-way would be sufficient fr^om the
pr-oper-ty owners. Judge Denson stated that the Co~_irt needs to
have some idea of what sum of money the pr-operty owners need
to come up with befor-e co~_inty will take over. Judge
r-ecommended 5@/5@ as a fair deal. Mr- Odom suggested that
25/27 thousand dollars would be acceptable. Commissioner- Letz
r-ecommended to br-eakdown the b25,@@@ in the thr-ee phases.
Mr. Odom is to return to Commissioner-s' Cour-t with a specific
dollar- amount to br-ing Witt Road up to county standards for-
the county to take over.

budgetary process and there is no other- inter-fer-ence with

the above agenda item. Judge Denson stated to Mr^. Ger•r•y that
the court does not have legal authority to implement plan that
Mr^. F'er-r^y is suggesting.

(a)
The Commissioners' Court discourages accrual of
overtime. Overtime may be granted only by the elected
official, based on the needs of the office, and only if
adeq~_tate funds ar-e available in the overtime line item in the
department's b~_idget. Employees are pr-ohibited fr-om wor-king
over-time without specific authorization fr-om their elected
official.

2524E Approval to amend the Gener-al Provisions in the 1997/98
Budget in Section 5 Par-agr-aph Two with this amendment to read
as follows:

~. No County Employee (except law enforcement officers,
jailers, child care workers employed at the juvenile detention
center, and community supervision and corrections officers who
ar•e authorized by state law to car•r•y weapons) shall accumulate
compensatory time in excess of 240 gross hours (160 ho~_~r•s of
actual overtime worked). No law enforcement officers,
jailers, child care wor•ker•s employed at the juvenile detention
center, and community supervision and corrections officers who
accumulate overtime credit in excess of 480 gross hours (360
hours of actual overtime hours worked). Compensatory time off
must be taken within the three-month period following the day
in which the compensatory time is approved and accrued; any
compensatory time not used at the end of the three-month
period shall be turned into the County Tr•easur•er•'s Office to
the paid as overtime on the next regular pay period.

Mr. Holekamp addressed that Court on the above agenda item.
He stated that he has received a few donations to the I:er•r•
County Rnimal Facility. Ji_idge Denson stated that the County
Tr•easur•er• must receive all monies to the County and put in a
special account for- that specific department. County Ruditor•
recommended to set up a revenue line item and an expendit~_rr•e
line item. Donations ar•e to be deposited with the County
Tr•eas~_irer• and a special account is to be set up with line
items.
