Sandra Pena addressed Court on above agenda item. She had met
with Road and Pr•idge Department and they recommended a thr-ee
phase plan. She wanted to know from the Co~.~r•t the specific
dollar- amount the property owners needed to come up with to 6e
able to proceed. Mr. Odom estimated at approximately
590,000.00 would be needed to being roads up to county
standards. Mr. Odom stated that one property owner- has 40ft.
easement and it needs to be EOft. Mr• Odom did not want to
make a recommendation at this time because the Road and Bridge
Department has not actually been to Witt Road. The Court
agreed that a Soft. eight-of-way would be sufficient from the
property owners. Judge Denson stated that the Court needs to
have some idea of what s~.im of money the property owners need
to come up with before county will take over. Judge
recommended 50/50 as a fair- deal. Mr' Odom s~.rggested that
X5/27 tho~.~sand dollars would be acceptable. Commissioner- Let:
recommended to breakdown the 525,000 in the three phases.
Mr•. Odom is to r•etur•n to Commissioners° Court with a specific
dollar- amount to being Witt Road up to county standar-ds for•
the county to take over-.

To Kerr County Commissioners' Court:
At the Court session of February 23, 1998, I spoke on behalf of the property owners at
Spring Creek Ranch to request that an escrow fund be established with the County
Treasurer for the purpose of raising funds for the County to take over our roads. After
some discussion, Judge Denson indicated that the County would be willing to write an
agreement specifying the dollar amount the property owners need to raise for this
purpose. As Commissioner Baldwin suggested, we have since met with Mr. Odom at the
Road and Bridge Dept. to develop a plan for doing our roads, assuming we are successful
in raising the money. At this time, I would like to request that we be placed on the
agenda for the next Court meeting of March 23 for a decision by the Commissioners'
Court in this matter.
