]te: Agenda item concerning renewal of liability and property insurance
Currently this coverage is with Texas Association of Counties through interlocal agreement as authorized
by the Interlocal Cooperation Act; we are self-insured through the TAC pool whereby the competitive
bidding requiremems are satisfied as a matter of law.
TAC currently has a policy that provides fora 4% discount on workers compensation premitmt for each
basis coverage with the pool; currently Kerr Conroy has ®eneral liability, auto lialrilitY> auto Phy~~
damage, and property that renews each April 6m , and public o&ctials liability that renews each August.
Our workers compensation is with TAC and has not been bid since 1990. The county has contimred to ask
for proposals from the private sector on all basic risk coverage. Sind the basic coverage renews at
different times and not at the same time as worlaers compensation, the private sector can not compete with
TAC.
In April of 1998 during discussion of proposals from the private sector the bidders expressed inability to
provide competitive bids. At that time the Court discussed changing all renewal dates to December 31 so
as to include all coverage including workers compensation in request for proposals.
