I am not speaking for any member of our congregation, although I know that most of them certainly approve the designation of "colonia" for the community of Center Point and the surrounding aera. Our geographic area is by legal definition and in reality a colonia. Officially recognizing this as truth in fact will allow us to have the political and socio-economic tools we need to assist us in changing our community so that we will not be a colonia. The advantages of .receiving this classification out weigh any perceived disadvantages to the point of no contest. In a short time after this legal designation as we improve our area socially and economically any perceived stigma will disappear. The reality now is that our area is a colonia on the upper end of the definition. I am speaking in my capacity not just as the pastor of our church but also as one who is comissioned to be "a propher" (not a fortune teller) for what as 1 see as a way to better the lives of the essentially voiceless poor of our area. It is not just the poor of our area but also all of us in the main will benifit greatly from this designation as will the whole of Kerr County. We are basically law abiding people of faith who want the best for our community in providing for our families spiritually, morally, intellectually & educationally, economically and physically (health, safety, law and order). Neither can they sell their houses because it would price their older property out of the market in many cases. Even those who can afford to upgrade their septic systems would never get a full return on their investment. It is just to expensive today for many of our older retired citizens to be able to afford the money it takes to provide acceptable sewer and water standards set by our health agencies and elected officials such as UGRA and your selves. It becomes a catch 22 for these home owners. It is damned if they do and damned if they dont. And their health hazzards is becomming their neighbor's health hazzard as well. Mr. Rob Kelly, the executive director of Kerrville's Habitat for Humanity would help us restore poor dwellings that are deteriorating and assist our citizens in building inexpensive but well built housing for those who need it most. Unfortunately, in most situations this can not happen because the water and septic systems requires more cash than can be raised. If we had an affordable, secure community wide sewer and water source many private and public benifits would become possible for us to create to improve the lives of our people in this area of the county. We coup some of our taxes to develop Center Point and invest our taxes directly into improving our local communities that have gone to Washington. These public funds could vastly improve the physical acid economic health lives of many people who live in and around Center Point. This action would also give us the tools to improve the quality of our community and city as a community and not just individuals. It would provide work for many, building, installing and maintaining these systems. Businesses and new homes would come to Center Point and expand our tax base for our schools and funding for basic essential services. It is a "win- win situation for nearly every one in our area. Our church is planning to build a modern "Education and Family Life Center" in the forceable future. We plan to make this facility avaliable to the community as a service to the community. We could accomodate any number of healthy activities that would provide that would would provide a safe, plesant meeting place for our families, children, youth, elderly and civic organizations at essentially no cost to our citizens. We can afford to } -3- build this facility with the help of members, friends, neighbor and supporters of the Community. However, we would have to invest thousands of dollars more to upgrade our existing system in addition to installing a new one to anticipate the heavy usage that a public community facility would generate. This extra cost would delay the construction of this center for a indefinate time into the future. If the city were able to provide the community with a safe, modern, water supply and sewer system it would free much of our limited funds to be spent to purchase more than just the basics. However, "Just the basics" would justify the designation of "Colonic" that would allow these funds to be released into our economy. This money would allow the city government to use their now limited resources to pay fair market value to the locally owned water systems that are growing more fragile every year. This money would give the residence of our community some legitimate control over a resource more precious than oil: WATER!! I am very concerned about who owns and controls the water that we must depend on for ourselves and those who follow us, our children and grandchildren. What happens once a private corporation from out of state (or in state, for that matter) purchases our water rights? Their loyalty and responsibility is to their profits and their stock holders, and rightly so. What will we do then? We will have "sold our birth right for a mess of pottage." If, we the people, allow our water to fall into the hands of "ANYONE OTHER THAN US". we willnever regain control and much of our destany will sooner or later slip into the control of powerful, rich corporations. We will never get it back! Never! Clean water, like air, sunlight and other natural basic support systems of life must not be given or sold to anyone if we want to control our basic resources. It is our duty to, our families and posterity, our community to protect and control it for the benefit of all of us "WE THE PEOPLE". I BELIEVE THAT THIS IS OUR GOD GIVEN RIGHT AND MANDATE FROM GOD!
