Box 12276 Austin, Texas 78711-2276 Re: Renovations to Kerr County Courthouse & Annex, Our Project KC3 Dear Mr. Patterson: MICHAII. ~~ WAI.I~t Thank you for your review of our project and particulazly your visit of February 9 with our design team and the local Historical Commission Board Meeting. Please extend my thanks to Mr. Stan Graves, AIA, for his participation, also. Our meeting of February 9 on various subjects of your concern from your December 31, 1998, review letter, and our response of January 15, 1999, for the most part were resolved positively, as mentioned below. This letter documents those issues. 1. We aze resolved that the West and East Entries to the First Floor of the Courthouse are for the foreseeable future going to have to stay as is. The ramps need to be where thry are. ~---. 2. Reduction of the width of the new second floor connecting bridge, as discussed: This is a major circulation space. Moving the west wall is not practical due to bottlenecks that would be created on the bridge; therefore, the additional window will not be added. Again, in our previous discussions with THC no objections were raised to the use of applied polymer sections in lieu of cast stone. Our discussions with Fypon, one supplier of the polymer, yielded some purported experience on historical courthouses and other buildings with this product. if this is not the case please so advise. 3. Existing door X01 in the foyer was not original, is in a wall which we expect to have to re-build, and poses a safety issue; therefore it will be re-used as planned and the opening closed. 4. 'The cased opening in the west wall of the Courtdouse foyer can be left in place and remain intact. Plaster veneer over gypsum board will be provided at the foyer side of the new wall at the Men 3 Restroom, at additional cost. 5. A painted gypsum boazd ceiling will be provided at the foyer stairwell to simulate the removed plaster ceiling in lieu of acoustical ceiling file at additional cost to the County. Please note the stairwell is not original. 6. Existing door "X02" will be relocated, but the cased opening will be enlarged to a 5'-6" so that it can be refitted with double doors if needed in the future. 7. The District Clerk would not agree to remove or otherwise modify the window "F" in Microfilm Office for functionality. It will have complementary wood trim and frames. (See attached plan.) ,.-` 8. First let me state history which were able to glean from various past officials, but not ^ thoroughly authenticate. The bench, railing, clerk station, witness stand, and matching furnishings reportedly date from the `50's. The Jury box is only about ten years of age; before that the jury sat at floor level. No reconfiguration of the above elements could gain approval of our Officials. In fact most solutions led to an undrinkable butchering of most of those elements. Rather than do that, we found a Justice-of-the-Peace Courtroom (JP3) in the lower level of the Courthouse Annex to which the above elements can be relocated and re-installed almost intact. The only exception would be the 10-yeaz-old jury box which needs to be reduced to a 6-person jury and re-sized to fit the space. If you need better assurances that these units will be preserved for future restoration, that may best be done by Court Order, if the County Commissioners' Court would agree to do so. Note that the old courtroom would retain the existing decorated east wall with a large window (Iristorically trimmed) opening, as indicated, for the District Clerk to supervise operations of the public/work space from her office. The existing doorway (with door relocated) will be entry to the vestibule between the DC Office and the Break/Training Room, thus saving an expensive replicated door, some space and better preserving the ornamented wall. All the historical seating will be retained by the County, and some of the seating will be refurbished and used for public lobby seating in the annex as part of this contract. 9. Ornamentation in the former courtroom will remain in place, whether exposed or concealed Plans aze to expose that in the east end of the court and conceal without damage those in the west end. The heavy texture plaster in the courtroom and hallways was retro-1976 and will be sanded off and made to appear more original. 10. Per our discussion, an opening to be cut into the wall at the southwest corner of the oid courtroom for the new corridor, and cased as a door opening to match existing historic door openings. ~` 11. Per our discussion, granite veneer on CM1J in a color to match the existing exterior granite cornerstone will be provided. The classical fiberglass column at West Entry is cover for a structural column which must be there. We discussed same, but never resolved what you would prefer to see as finish, if you don't agree. What do you wish - square granite -say 6"x 6"? 12. The exterior date plaque will be changed to reflect the dates of construction and alteration. 13. Additionally, the District Clerk revised Room 242, designated Lounge 2 on your plan to be Storage Z. Therefore, the door will be left as existing and the full height shelving will be rebuilt around the window which is relocated to that wall. This use is another reason not to put the not-on-hand window back in that tight northwest comer of the wall. Please, if any of the above is not to your understanding of that which we discussed, or if you are in disagreement with any resolution issues, respond as soon as possible. As you are aware construction is proceeding, although the work inside the Historic Courthouse should not begin for at least 6 months.
