His job involves subdivision questions on a daily basis, but has never attended a seminar on that topic. This training would be a benefit to Kerr County. "We will receive interest in two of their water wells and outright receive the water rights to a third well," City Manager Glenn Brown said. "If the city provides treated effluent from our wastewater plant for the golf course, then we will receive their water rights from the Guadalupe River." "Typically, the city would never pay to extend utilities to a devel- opment, but we believed that this was so significant that we're up- fronting the cost of water and sew- er," Brown said. It will take less than a decade for the city to recoup the money from property taxes on the development, according to a financial analysis provided by Brown. That analysis forecasts the city will receive 5990,138 in tax revenue over nine years on the first phase of the development, which is val- ued at 540.9 million. The city's extraterritorial juris- diction will be expanded in com- ing months to include Commanche Trace Ranch, and annexation will occur in phases as development takes place, Brown said. City officials welcomed the prospect of a second public golf course and another upscale subdi- vision in the city. "From both a council perspec- tive and a personal perspective, I'm excited about that develop- ment being in Kerrville," Council- man Bill McCrae said.
