"BUSTER" BALDWIN, Commissioner Pct. 1 WILLIAM "BILL" WILLIAMS, Commissioner Pct. 2 JONATHAN LETZ, Commissioner Pct. 3 LARRY GRIFFIN, Commissioner Pct. 4 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 2 On Tuesday, March 2, 1999, at approximately 1:30 p.m., a Special Emergency Session of Commissioners Court was held in the Commissioners Courtroom, Rerr County Courthouse, Kerrville, Texas, and the following proceedings were had in open court: P R O C E E D I N G JUDGE HENNERE: Court will now call to order Special Emergency Commissioners Session. It's Tuesday, March 2nd, 1999, at 1:30 p.m. This meeting was called as soon as the emergency provisions of the Government Act of the Texas Open Records Act, at least two hours notice, which was faxed to all of the interested media. First of all, is any citizen wishing to speak on an item not listed on the regular agenda? (No response.) JUDGE HENNERE: Seeing none, we move right into the regular agenda, the consideration agenda. Consider, discuss enactment of a burn ban for Rerr County due to extremely dry conditions. I'll say for the record that we received a number of telephone calls in the last two days that the -- here at the Judge's office, from concerned citizens, as well as most of the fire departments in the county, urging us to enact as soon as possible a burn ban. And it's -- JUDGE HENNEKE: Mr. Letz. COMMISSIONER LETZ: -- not in opposition to doing burn ban. But, you know, I wish there was a way the residents of the county would take some responsibility for their actions. You know, may be precipitated by the temperatures creeping up into the low 90s the past few days, and winds picking up, and humidity almost to zero. And for anybody to go out and light afire for any -- you know, most of these prescribed burn, burning coastal fields or something, is ridiculous. Just is annoying to me that we have to do a burn ban, that the people can't use common sense, and realize it's dry, and, you know, be responsible for their own actions. But, considering, I guess, that they aren't responsible for their own actions, or don't want to be, I don't have any problem doing a burn ban. I think all the prescribed burning should have been completed at the last part of the year, agricultural sense. JUDGE HENNERE: Any other comments? COMMISSIONER BALDWIN: Second. COMMISSIONER GRIFFIN: I'll second that. JUDGE HENNERE: Seconded by Commissioner Griffin. Any further discussion? (No response.) JUDGE HENNERE: I'll just say for the record, again, that what we're going to do ie put a burn ban in. We will take it up again Monday. Extend it. The reason we take it up again on Monday, because burn ban is only in effect for 14 days. We need to get it on our regular Commissioners Court session, cycle. No further discussion, all in favor, raise your right hand. (The motion was carried by unanimous vote.) JUDGE HENNERE: All oppose, same sign. (No response.) JUDGE HENNERE: Motion carried. If we have no further business before this Court, court is adjourned. Thank you.
