Box 951 Kerrville, Texas 78029-0951 February 10, 1999 Mr. Leonard Odom Kerr County Road 8i Bridge Administrator 4010 San Antonio Highway Kerrville, Texas 78028 Subject: Fall Branch and Riverside Drive Bridges Dear Mr. Odom: Our office has begun design on two off-system bridges in Kerr County. The first is the bridge located at Fall Branch on Fall Branch Road. The second is located at Third Creek on Riverside Drive. We have attached preliminary schematic layouts for your information and review. ~ There are several issues concerning these bridges which we would like to make you aware. Most of these were discussed with you in our office last week. Riverside Drive • The construction of this structure will require the temporary closure of Riverside Drive at Third Creek. Our preliminary estimate for the length of this closure is three months. We would like to coordinate with the County to minimize the impact of this closure to functions at the Ag Barn. • The construction of this structure will not require the acquisition of right of way. We will need to acquire temporary construction easements in order to build the structure and to perform some downstream channel grading. The County's help would be valuable in this area. • This project will require the removal of one 8 "Elm and one 13" Pecan tree. It may also require some incidental trimming and brush removal within the County right of way. •:• This project is currently scheduled for letting in August 1999. Our plan is to combine this structure with the bridge planned at Fall Branch to obtain better bid prices. The remainder of the County's share of the project costs would be due in mid June. Our current estimate of the balance of the County's cosu of this project is $16,800. Please remember that this is an estimate. The actual amounts may change depending on design decisions and other factors. r An Equsl Opportunity Employer Fall Branch Bridge ~, • The construction of this project will require the temporary closure of Fali Branch Road at Fall Branch. Our preliminary estimate for the length of this closure is six months. For the duration of this closure, property owners to the west of the site will have to access their property on the unpaved county road. We suggest that this road be bladed and sealed prior to construction if possible. • The construction of this structure will not require the acquisition of right of way. We will need to acquire temporary construction easements in order to build the structure. The County's help would be valuable in this area. • There is an existing water well located at the west abutment of the existing bridge. Any help that the county could give us in determining the owner of this well would be appreciated. Among the conditions that we have to meet on a Federal project is that we must certify that no encroachments exist. As this well exists within the County right of way, it would be considered an encroachment. • This project will require the removal of a number of trees. A detailed listing of the trees to be removed is shown on the attached protect layout sheet. • This project is currently scheduled for letting in August 1999. Our plan is to combine this structure with the bridge planned at Riverside Drive to obtain better bid prices. The remainder of ~"` the County's share of the project costs would be due in mid June. Our current estimate of the balance of the County's costs of this project is $33,800. Please remember that this is an estimate. The actual amounts may change depending on design decisions and other factors. We would be happy to meet with you to discuss these projects further.
