The agency shall forward its recommendation to the Kerr County Commissioner's Court for^ appr^oval. In the case of subdivisions, the recommendations shall be forwar^ded to the Kerr County Clerk for• inclusion in the plat application. 2.4.1 The administering agency shall be designated by the Kerr Emergency 9-1-1 Network. ARTICLE III ,;. STREET SUFFIX OR THOROUGHFARE DESIGNATIDNS 3.1 The use of thoroughfare designations as a locational device is a simple method of pr^oviding a uniform designation of str^eets of different types is followed within the same .jurisdiction. Street suffix or thor^oughfar^e designation is not required, but if it is used it m~_ist confor^m to the definitions that follow: 3.1.1 BUULEVRRD (BLVD) - A street divided by a landscaped center island. A street with a median reflecting the boulevard character implied in the name. 3.1.2 COURT (CT) - Permanently closed street such as a c~_il-de-sac. A minor street less than 5@0 feet in length ending in a t~_~r^naround. 3. 1.3 DRIVE (DR) - Winding thor•ouyhfar•es. Roads that meander about and continue through to other^ ri ght s--of-way. 3.1.4 HIGHWAY (HWY) - Designated state or• federal highway. U. S. routes ar^e designated as highways. 3.15 INTERSTRTE (IH) - Roads of the highest order, character•iaed by limited access, wide right-of-way, adjacent development prohibited, and with throuyh-traffic preference. 3.2 The above definitions typically reflect standard street s~_tffix and thoroughfare designations. In such cases that a street or road does not conform to the definition as stated, the Kerr Co~_inty Commissioner's Co~_~rt shall make the final determination of the street s~_~ffix or thor•o~_iyhfare designation. RAGE 579 :;. .3 Str^eet suffix designations shall follow the Recommended National Emergency Number^ Association (NENA) Standar^ds. See attachment A. RRTICLE IV 4. DESIGNATION OF STREET NAMES 4.1 Multiple names with same pr^imar^y name ar^e limited to four'teen occur^r^ences (i. e. Oak Way, Oak View, Oak Tree, Oak Hill). 4.2 All private r^oads with multiple family/business structures must be names and specific addresses assigned to each str'actor^e. If the pr^ivate road has only a single str'actor^e, and the entr^ance to the pr^ivate r^oad is from a named road, then the private r^oad will be tr^eated as a dr^iveway and an addr^ess assigned at the drive with the street name being that of the named r^oad. If a private road with no str^uct~.rr^es leads to one or^ mor^e private roads with m~_rltiple structures then the private road must be named. 4.2.1 Adoption or sanction of a r^aad name, or the subsequent posting of any sign, is not to be constr^~_red that p~_rblic maintenance of a private road is mandated. 4.~ D~_rplicate str^eets will not be allowed as defined in the following examples because a duplicate str^eet name can cause confusion as to the cor^r^ect location of an emer^gency and significantly delay response time. The United State Postal Service Guideline for^ Street Name Request and Verifications for^ D~.rplications will also be adhered to. A d~_tplicate name can pr^ohibit pr^oper^ r'outing of calls. 4.4 A DUPLICATE STREET is a street that can be defined as a street that has the same as another str^eet and matches the description in one or^ mor^e of the following cases: 4.4.1 Street name sounds alike, yet, is spelled differ^ently and is in an ar^ea ser^ved by the same Law Enfor'cement, Fir^e and EMS agencies. KATHY LANE compar^ed to CATHY LANE; WILD WOOD DRIVE compared to WILDWOOD DRIVE. 4.4.2 Str^eet name is plur^al. GREEN PASTURE ROAD compared to GREEN F'RSTURES ROAD. 4.4. ~ Street has the same pr^imar^y name, yet is has #1, #~, A, R, C, etc., as a suffix. COUNTY ROAD 214 compar^ed to COUNTY ROAD 214A. PAGE 580 4.4.4 Street is within the same Postal Delivery Office and may span numerous zip codes and has the same pr•imar-y name with a nondistinguishable suffix of has a s~_iffix omitted. LAN,EVIEW ROAD compared to I_AFCEVIEW DRIVE; MAIN compared to MAIN STREET. 4.4.5 Str-eet is within a differ^ent Postal Delivery Office from the potential duplicate street, however, both streets are served by the same Law Enfor-cement, Fire and EMS agencies. 4.4.6 Street is not contiguous or^ does not connect and make a continuous street. SMITH ROAD is inter^sected by INTERSTATE s@, however this is no under or• overpass connecting the two segments of road. 4.4.7 Deleted 4.5 Pr^oceedings should be initiated by either^ petition of the directly affected property owners or- a public official of the jur^isdiction in which the str-eet is located. Name changes ar^e considered for• historical or- clarification purposes and ar^e limited to reconsideration ~ years hence. Name changes must meet same cr^iter-ia established for• new street names. Petition for• change m~_ist be presented with siynatur•es fr-om ,',/4 of proper^ty owners abutting street. Development along street and traffic volume may be considered as additional criteria. S. Postal Ser-vice will be consider-ed in street naming and ho~_ise number-ing. 4.7 Final approval of new street names and name change rey~_iest resides with the N,err Co~_~nty Commissioner's Cour^t. Street name adoption or- changes m~_~st comply with criteria established tinder these standards. ARTICLE V ~. INSTALLATION OF STRF_ET SIGNS GAGE 581 5.1 5tr^eet signs shall be placed at the inter^section of any two or more roads if any of the intersecting r^oads are named. These signs shall meet the following standards: 5.1.1 Blade material shall be of green engineer grade reflective sheeting on a 6" flat al~_rmin~_rm or- fiberglass blank. 5.1.2 Letters shall be white with 4" ~_rpper^-case letters for^ street names. Street name suffixes (loop, Circle) and prefixes (CR,pVT> may be in 2" letters, (and bloclt numbers shall be 2" and be positioned in the bottom corner of the sign.) 5.1.3 The sign shall be placed on 2" diameter metal posts eight (8) feet above the pavement and shall be free from any bushes, limbs, etc., which may inhibit the clear view of the sign. 5.2 The responsibility for• both placement and costs incurred in said placement of street signs shall be as follows: 5.2.1 Signs for• intersections which include only county- maintained r^oads or co~.rnty and state-maintained roads shall be the responsibility of the Cnunty. 5.^c.2 Signs for intersections containing bath private and cor_rnty-maintained roads may be ptrr•chased by the pr^oper^ty owner^s from the Co~_rnty, with the Co~_mty providiny installation on the County right-of way. 5.2.3 Signs for intersections which contair7 only pr^ivate r^oads shall be the responsibility of the pr•oper•t•/ owners and/or^ developer, with sign type and location in compliance with Co~_rnty standards and approved by I',er•r• County Commissioner^'s Caur^t. 5.2.4 The initial expense of said sign placement in new development areas shall be the responsibility of the developer^. Location of said signs shall be appr^oved by Kerr Ca~_rnty Commissioner^s Cour^t as part of the acceptance of the subdivision plat. ARTICLE VI 6. DESIGNATION OF STRUCTURE NUMBERS 6.1 The general principles of str^uctur•e n~_rmber^ing are as follows: original 6.1.1 deleted 6.1.1 F'r^oper•ty n~_rmber^ing sho~_rld be ~_rnifor^m, based an str^eet frontage. 6. 1.2 Numbering st~auld be consecutive. PAGE 582 6. 1.3 Even n~_rmber^s shall be on one side of the str^eet and add number^s shall be on the other. 6. 1.4 The n~_rmber•ing system allows for^ expansion to accommodate future growth in the area. 6.2 The method of numbering assignment for- Kerr County will be based on a quadrant of the county, the center point being the Ker•r• Co~_rnty Courthouse in Ker•r•ville, Texas. 6.x.1 The North-South axis -- will be Texas Highway 16 from the North county line to the So~_rth county line. E.2.~ The East-West axis -- will be the Guadalupe River fr^om the East county line to the intersection of State Highway 1340 and State Highway 39. It will then follow State Highway 39 to the West County line. 6.3 The principle concerns for block length are consistency, to the extent possible and the ability to assign number^s in a flexible r^ange of inter^vals, such as 8' to c5' length on block frontage. Existing addr^essing or• r^oad layouts may r^equir^e adaptation to a different block length in on block fr•ontaye. Existing addressing or• road layouts may r•eq~_rire adaptation to a different block length in part of the area to be addressed. The recommended standard is ten blocks per^ mile or^ approximately 500 feet for^ practical length. 6.4 Assuming appr^oximately 5a0 foot blocks, 100 numbers per• blocit (5@ separ^ate numbers for^ each side) the potential frontage inter^val for- n~.rmber^ assignment is 10 feet. CR ~1~0 S) F'AGE 583 6.7.4.1 CR shall designate Co~_rnty Road. 6.7.4.4 GVT shall designate Private Road. 6.7.4.3 AR shall designate Public Access Road. 6.7.3 The directional suffix shall consist of the N, S, E, and W. 6.8 Non-specific addr^esses s~_rch as corner location addr^esses are not permitted (i. e. Main 8 1st Str^eet). 6.9 Each roadway will have a unique or^igin established as the beginning point in the road nearest the Co~_rr•t house, or• the beginning point most readily and r^apidly accessible from the Courthouse. 6.9.1 The pur^pose of identifying the or^igin of a roadway is to determine the dominant cardinal direction of the roadway and the initial assignment of the low end of the addr^essing r^ange for• said roadway. 6. 1@ Exceptions to the above rules may be made in the inter^est of maintaining contin~_rity of addressing along r^oads common to two or more counties or^ other political entities. Points of origin or^ other' specifics may be s~_rbject to negotiation. 6.11 This article shall be required of all new roads.
