Use current year dollars (no inflation) for budget estimates, including out-year forecasts. Inflation factors, if any, will be applied later in the budget process. 2. Assume no change, in real terms, in the total county budget (No change in revenues and no change in total expenditures) for the initial drafts of requests. Validated changes will be incorporated in later guidance. 3. Identify the source of funds for all requested increases in budget by line item. (Usually in the form of a saeciflc "offset° in the current budget.) 4. Do not address any restructuring of the employee grade/step tables OR possible across-the-board pay raises. Such changes, if any, will be incorporated into the final budget by the Auditor based on direction by the Commissioners Court. 5. Provide justification for all increases that is appropriate to the level of the increase requested. (Generally, the level of justification is at the discretion of the requestor.) 6. Etc. 7. Etc. (Important note: Some elements of the guidance document may change during the preparation of the budget requests. However, such changes will include instructions on how the change will be implemented in the request documents.)
