RESOLUTION OF KERB COUNTY COMMISSIONERS' COURT ENDORSING THE UPPER GUADALUPE RIVER AUTHORITY (UGRA) WATER AND WASTEWATER PLANNING EFFORT WHEREAS, [he UGRA announced May 22, 1998 the River Authority would undertake a regional planning project to address the water and wastewater service needs beyond the service area of City of Kerrville known as the UGRA 24/48 Munth Plan. WHEREAS, The UGRA 24/48 Month Plan calls for the elimination of on-site septiofacili[ies in certain densely developed areas along the Guadalupe River and its tributaries; and WHEREAS, the UGRA 24/48 Month Plan calls for reduction of dependency on the Trinity Aquifer Group by treating surface wa[crs from the Guadalupe River and the wholesale distribution of those waters to investor owned utility systems operating in Kerc County thereby reducing the demand on the Trinity Aquifer Group by approximately 3,700 acre feet per annum; and WHEREAS, the HUR Engineering Regional Water and Wastewater Study (October, 1997) estimates at year 2000 total ground and surface water for all Kerr County domestic water demand at 8,601 acre feet per annum of which 4,802 aae feet of surface and groundwater will be through [he City of Kerrville utility system and 3,799 acre fee[ will be through other utility systems which are currently totally dependent on the Trinity Aquifer group; and WHEREAS, the HUWCD Water Management Plan conjunctive water management element depends on the supplement of treated surface water to meet [he total water demands for Kerr County through the year 2050 within the City of Kerrville service area and outside [he City of Kerrville service area including rand South, East and West Kerr County towns and communities; and WHEREAS, [he UGRA 24/48 Month Plan has been presented and discussed along with other Kerr County water and wastewater issues at special called meetings of the HUWCD on October 22, 1998, November 19, 1998 and January 1 I, 1999 attended by representatives of Kerr County and the Cities of Kerrville, Ingram, and Center Point as well as other interested citizens of Kerr County; and WHEREAS, the current UGRA bond capacity at $1,000,000.00 is insufficient to fund these necessary projects; and WHEREAS, the UGRA has requested that Representative Harvey Hilderbran and Senator Jeff Wentworth introduce and gain passage of legislation increasing the current UGRA bond capacity to permit the UGRA. to sell revenue bonds to fund these essential services. THEREFORE, BE IT RESOLVED by the Kerr County Commissioners' Court: 1. That the Kerr County Commissioners' Court endorse [he UGRA 24/48 Month Plan's goal of producing and supplying treated surface waters to investor owned utilities and other major water users within Kerr County in order [o significantly reduce the current and sole dependency on the Trinity Aquifer Group's groundwater reserves by [hose investor owned utilities; and 2. That the Kerr County Commissioners' Court urges Representative Harvey Hilderbran and Senator Jeff Wentworth to support the passage of legislation establishing sufficient revenue bond capacity to design and construct the UGRA 24/48 Month Plan; and 3. That the UGRA, a body politic, be encouraged to expeditiously move [he UGRA 24/48 Month's Plan into implementation.
