Flat Rock Lake Park The area on the east side of Third Creek, where the foot bridge will cross the creek, is overgrown with brush, numerous stippling trees and many large trees. This area is currently so dense one can not see or walk through this area. I recommend we authorize the Road and Bridge Department to contract a bulldozer to clear the undergrowth, stippling trees and several large trees to make this area accessible. Portions of the fence right of way also need to be cleared before construction of the fence can be commenced. I visited with Len Odom and he believes an amount not to exceed $2,500 should be sufficient. Through out the park there are areas of brush and high weeds. I recommend we authorize community service and / or inmates from the county jail clear and clean up these areas. If the court concurs, I will meet with Dan Edwards and Sheriff Kaiser. But the safety of swimmers, boaters, dam slid- ers and fishermen, however, is at risk if power boat`aiid personal watercraft operators don't fol- low the law and safety rules and use common sense. Texas Parks and Wildlife officials reported this week at least three instances where the safety of visitors at Ingram Lake was put in jeopardy by "jet ski" users. To quell certain behaviors, TPWD officials have said enforcement efforts will be increased and they are encouraging those who witness vio- lations to report them. Avery critical point is the state law that requires users of personal watercraft to slow down when they come within 60 feet of the bank, a dock, a swimmer or anything else on the waterway. This poses a particular problem on the short and thin Ingram Lake, which approximately measures a mere 530 feet at its widest point and is approximately 2,400 feet from the dam to the tip of the island. Factor in these short distances and the safe distances boats and personal water craft are to keep from one another and there is not much room to move around. In our opinion, those are "fishin' and swimmin' hole" dimensions, not those of a full recreational lake. Fishing, swimming and canoeing might be more appropriate for this wide part of the Guadalupe River than power boating. We feel Kerr County Commissioners should host a public hearing to address safety on Ingram Lake. The lake is simply not large enough to support even a small amount of motorboat or personal watercraft traffic. Placing restrictions on sources of public enter- tainment often is not a popular issue, but Ingram Lake was created when the population of the county was substantially lower and per- sonal watercraft were virtually unheard of. The community is quick to address streets and roads subject to high traffic and threaten safety. Traffic on the river shouldn't be treated any dif- ferently.
