In recently addressing several issues involving water and wastewater applications, I have noted that the procedures and processes for applicants to appeal decisions "up the chain" are not clearly spelled out to the applicants. I think it would be appropriate for the court to insure that applicants are provided, in writing, a clear statement of their appeal rights at the time the initial application is received for consideration.
