Drape Dear Judge Henneke: I have attached the proposed Ground Lease Agreement between the City/County and Mr. Drape for review. This lease reflects the comments made by the County on the T-Hangar Association Lease reviewed last spring, and has been modified to serve an individual rather than an association. The terms of the proposed lease agreement were recommended by the Kerrville/Ken County Joint Airport Board at the September 23, 19!)9 meeting, and I have included the Airport Board Agenda item with exhibit for reference. Unless it poses an inconvenience to t he County, the proposed Lease Agreement with Mr. Drane will be considered on the October 26, 1999 agenda of the Kerrville City Council, and will be forwarded to the County for consideration by the Commissioner's Court. The T-Hangar construction issue wtis discussed at the September 8, 1999 meeting of the i~ Kerrville/Kerr County Joint Airport Advisory Board and the board recommended consideration by ~ 7 Commissioners Court/City Council of a proposal for City/County funding of the T-Hangar project .~J for additional airport revenue, and to meet aviation needs at the airport. Preliminary investigation p, 2~D 1 indicates both potential revenue and local interest in leasing the hangars before construction starts. t1 " The County has not been represented at the past few Kerrville/Ken County Joint Airport Advisory Board meetings, and with Commissioner Griffin or William's approval, I would like an opportunity / to address the Commissioner's Court to present the preliminary proposal for the T-Hangar project, and also to bring the latest developments on the master plan to your attention. The master plan is entering the final phase for input from the City/County, and I would like to make sure we are all on the same page as it goes into the final draft. Mr. Drane proposed a twenty year ground lease for the tract at $200 a month per acre plus indicated CPI cost adjustments over the twenty year term. NIr. Drane understands that paved access and utilities will not be available to the site in the foreseeable future, and requests permission and/or assistance with improving the drainage on the North side of the lease site. Mr. Drane has engaged the services of Jack Burch o' Mountain Home as construction general supervisor, and anticipates construction beginning as soon as FAA approval of construction is granted and permits are issued. The City Attorney has prepared the attached lease agreement, and the legal description of the site has been surveyed and staked on the ground for Mr. Drane's review. Mr. Drane requests the Board's recommendation of the terrc~s of the proposed lease agreement for consideration by Kerrville City Council and Kerr County Commissioner's Court. The lease agreement will have two changes made before being forwarded to the County Attorney for review and for consideration by City Council and commissioner's Court - the date of base rent and adjustments will be changed from October 1, 1999 to December I, 1999, and mutually agreed on language in Section 12.01 will added concerning rights of assignment for the heirs or estate of Mr. Drane.
