Greetings, We have prepared a cost estimate for the above referenced project in accordance with proposal P99098-1. The services proposed at this time include the following: 1. Field surveying to establish a sufficient number ofcross-sections of Third Creek and tie in the ele- vations to a USGSbench mark. 2. Establish a flow rate at the site utilizing USGS maps and the regression analysis contained in the State Department of Highways and Public Transportation "Hydraulic Manual". 3. Establish a "before" water level at the site utilizing the contour maps and the cross-sections men- tionedabove; and the open channel procedures in the HEC-2 Computer Program. 4. Design a culvert at the base of the proposed concrete riprap crossing to maintain underflow and minimum overflow. 5. Establish new creek cross sections based on the proposed crossing. 6. Establish an "after" water level at the site using the new cross sections mentioned above; and the open channel procedures in HEC-2 computer program. 7. Prepare a letter with the above information and submit same to UGRA. It is estimated that our fees for Items 1 thru 7, above, will not exceed $4,075.00. All services past de- livery of Items 1 thru 7 will be at the hourly rates and minimum trip charge quoted in the proposal and pre-approved by you. Greetings, PROPOSAL We are pleased to propose to render professional engineering services in connection with the above referenced project. You aze expected to furnish us with full information as to your requirements including any special or extraordinary considerations for the project or special services needed, and also to make available all pertinent existing information and data. Unless otherwise agreed to in writing by both of us, we will have the right to reasonably rely upon the accuracy and completeness of such data. The proposed analysis will be completed for the 100 year frequency, 1% probability flood. While the calculations and data represent accepted procedures, it must be kept in mind that the procedures utilize statistical data and are subject to the accuracy of historical data. In other words, the calcula- tions attempt to predict future events which would occur in 100 years, based on a limited number of years historical data. The calculated flows and flood elevation in no way guarantee that a greater flow and higher flood elevation will not occur during the service of any existing or proposed struc- ture. Final decisions as to habitation of existing structures or the siting of future structures should take into consideration the existing terrain and the results of higher flow and higher flood elevation. Our services proposed are generally listed in the GENERAL PROVISIONS (EJCDC No. 1910-8, 1983 Edition). The GENERALPROVISIONS are available upon request from this office. You will pay us for our services based on the following: 1. An hourly rate of $85 per hour for Engineering Time, $65 per hour for Graduate Engineering Time, $45 per hour for Technician Time and Travel Time, and Reimbursable Expenses at actual cost for additional items or other items listed in the GENERAL PROVISIONS. 2. A minimum trip charge of $165.00, which includes one hour of Engineering Time and Travel Time. We will bill you monthly for services and Reimbursable Expenses. Significant outside services (i.e. surveying, geotech, etc.) will be billed at cost plus an administrative fee of 15%. The above financial arrangements are on the basis of payment of our bills within 30 days and the orderly and continuous progress of the Project. BILLING DISCOUNTS AND LATE CHARGES: 1. If you pay your invoice so that this office receives payment within 10 days after the invoice date, you may deduct 5% from the invoice amount. ' 2. If you pay your invoice so that this office receives payment within 20 days after the invoice date, you may deduct 2% from the invoice amount. 3. If you pay your invoice so that this office receives payment within 30 days after the invoice date, please pay the full amount of the invoice. 4. For those invoices requiring re-invoicing, a 2% late charge will beadded ateach re-invoicing. We would expect to start our services promptly after receipt of your signed acceptance of this proposal. It is necessary that you advise us in writing at an early date if you have budgetary limitations for Total Project Cost, Construction Cost, or our Consultant fees. This proposal and the General Provisions represent the entire understanding between you and us in respect of the Project and may only be modified in writing signed by both of us. If it satisfactorily sets forth your understanding of our agreement, we would appreciate your signing the enclosed copy of this letter in the space provided below and returning it to us.
