RE: REQUEST FOR 5 ADDITIONAL JAILERS
As of 11/19/99 inmate count in the jail was 126 with 26 of these inmates being out of
county inmates. It is my belief that we can house as many as 70 out of county inmates in
our facility and show a great profit to the county by doing so. I have been contacted by
Guadalupe County Sheriff s Department who would like to house a minimum of twenty
inmates for atwo-year period. The Sheriff of said county advised that he would guarantee
twenty inmates but could send us up to thirty if we were staffed to handle this many.
It is my belief that the expenditure of funds to hire five additional corrections officers
would be justified when consider the profit of housing these inmates. My explanation is as
follows:
1) Out of county agencies pay $ 35 per day for inmates to be housed.
2) The average cost to house an out of county inmate is $4.91 per day.
Presently we are housing 26 out of county inmates:
26 x 35.00 = $ 910.00 per day or $ 332,150.00 per yeaz
26 x 4.91= $127.66 per day or $46,595.90 per year
Profit per year: $285.554.10
Guadalupe County will send a minimum of 20:
20 x 35.00 = $ 700.00 per day or $ 255,500.00 per year
20 x 4.91 = $98.20 per day or $35,843.00 per year
Profit per year: $219.657.00
If Guadalupe County sends an additional 10 inmates:
10 x 35.00 = $ 350.00 per day or $ 127,750.00 per yeaz
10 x 4.91 = $49.10 per day or $17,921.50 per year
Profit per yeaz: $329.486.00
This would put out of county count at 56:

56 x 35.00 = $ 1,960.00 per day or $ 715,450.00 per yeaz.
56 x 4.91 = $274.96 per day or $100,360.40 per year
Profit per year: $615.089.60 per year
This will only leave 14 beds which I feel can be filled in a short time with our existing
contracts or with contracts that are pending such as Llano and Hidalgo counties. I will
personally contact these counties and others to ensure these beds get used. The results will
be:
70 x 35.00 = $2,450.00 per day or $ 894,250.00 per year
70 x 4.91 = $343.70 per day or $125,450.50 per year
Prot per year: 3'768.799. SO
To accomplish this I would need to hire five additional corrections officers. The cost per
officer would be approximately $ 25,000.00 a year. Total cost: approximately $
125,000.00 a year. The profit made by housing these inmates far surpasses the cost of the
additional corrections officers.
Profit:	$768,799.50
Salaries:	125,000.00
Difference:	$ 643,799.50
