Please review Legislative Review 2000 sent to us by TCDRS dated September 1999. On
page 3 it states that "TCDRS plans with 8-years vesting can elect to reduce this 10-year
eligibility requirements to 8 years." This in referring to Military Service Credit. I think
the option to purchase military time for monetary credit expires December 31, 1999. I
talked to Larry Griffin about this and he would like for you to brief the court on this and
for them to consider the 8-year eligibility for Military Credit. Since time is short, he
suggested it be on the next agenda.
This issue effects several people at Road & Bridge, and perhaps elsewhere in the county.

ORDER REDUCING THE NUMBER OF YEARS OF CREDITED SERVICE REQUIRED TO BE
PERFORMED AS AN EMPLOYEE FOR ELIGIBILITY TO ESTABLISH CREDITED SERVICE FOR
QUALIFIED MILITARY SERVICE FROM TEN YEARS TO EIGHT YEARS
[SECTION 843.601{g}]
WHEREAS, the Count}' is a partkipating subdivision in the Texas County and Distract Retirement
System ('System'); and
WHEREAS. the Counl has previousy authorized the establishment of credited service in the
System in accordance wRh Section 543.601, Texas Government Cade, for qualified military service
performed by a County employee who is a member of the System, who performs as an employee at least 10
years of service that is credited In the System, and who is not eligible to receive federal retirement payments
based on 20 years or more of active fetleral military tlury or its equivalent and
WHEREAS, the County has previously adopteC the provisions of Section 844210, Texas
Government Code, under which a County employee who is a member of the System wil}~ at least S years of
Section 844 210 credited service is a vested member and eligible to retire a! the earlier of: li} age 50; or, (ii)
when the number of years o} the members Section 844.210 creditetl service added to the years of the
member's attained age equals or exceeds the number S0; and
WHEREAS, it is determined that it would be a public benefit, as well as a benefd to County
employees pnWudinc former employees} who are members of the System, for those employees to be
permitted to establish credited service for qual~fled military sen~ice in accordance with Section 543.601 otter
performing 8 years of credited service as an employee rather than 10 years; and
WHEREAS, pwsuant to Section 843.601(g), the County may authorize a reduction in the minimum
credited seiice requirement for elgibAiry to establish credit untler Section 843.601 from 10 to 5 years; it is
RESOLVED:
t That, pursuant m Section 843.601(8), 7eras Government Code, the County hereby authorizes a
reduction in the minimum credited service requirement fcr eligibility M establish credit for qualified
military service in accordance with Section 843,801 from 10 years to 8 years.
