David Kent, RF Systems Engineer BS, Texas A&M University, May 1996 Over three years in Mobile Radio Project Aaaroach Based on our preliminary review of Kerr County's RFO and other input, Trott recommends the following approach and scope of work: Limited needs assessment review- Trott proposes to conduct a needs assessment that will focus primarily on coverage issues. Other problems will be investigated; however, coverage issues are understood to be of primary concern and will comprise the majority of Trott's examination. Trott will evaluate current operations to see if additional recommendations are warranted. A trip to Kerr County will be required to conduct the interviews of key personnel in the Sheriffs Department and other personnel deemed by the County as necessary. A brief report will be generated that states the requirements necessary to support the effort to enhance coverage throughout the County. Coverage analvsis- Trott will examine the coverage characteristics of the present systems and will incorporate the site technical data into a computer model that can predict coverage based on the desired signal level and terrain characteristics. Based on the coverage requirements derived from the needs assessment review, Trott will investigate alternatives that may provide the coverage desired by the County. If the County has coverage analyses prepared by others, Trott will verify design parameters utilized and the expected level of performance. Commercial antenna sites that are viable for the coverage desired and that are registered with the FCC will be reviewed; however, site acquisition and physical location services are not included in this proposal. 22 ~/// RFO review- Trott will review the Sheriff Department's RFO and will comment on its general approach and its suitability as a document to receive proposals from numerous vendors. Trott will provide comments and recommendations on the development of an RFO that will yield several respondents. Based on our limited scope of services, Trott can perform the activities above for a fixed fee of $12,000.00 (twelve thousand dollars), including all travel and associated expenses.
