Kerrville, TX 78028 Subject: Road Name Signs Within State Right of Way Dear Mr. Johnston This letter is in response to your letter of July 2S, 2000, and is a follow-up to our recent phone conversation on the above subject. I]n alt side roads (public or private) intersecting a highway where a "Stop" sign is present, the County may install a green street name sign on top of the "Stop" sign post. .- On any side road (public or private) where no "Stop" sign exists, the County may install a street name sign on a 2" pipe with a concrete footing and screw in coupling as mentioned in your letter, provided that the sign is located next to the State Right of Way line. If it is necessary to locate the sign adjacent to the highway iravelway, then the sign must be mounted on a TXDOT approved breakaway sign mount assembly. As for the color of the street name sign, we cannot approve the use of red, as we believe that this would violate the standards set up in the Texas Manual on Uniform Traffic Control Devices. We would, however, approve the use of a thin strip of red tape applied to the top 1" of the green sign to differentiate between the side roads that are County maintained and those that are not. Hopefully, these guidelines will allow you to move forward with your road-name signing program where State Right of Way is involved. If you have any furiher questions, please feel free to contact us. An Equal Opportunity Emp/pyer Standards for Conventional Road Guide Signs prescribed herein shall apply to any road or street other than an eapresaway or freeway. 2D•2 Application Guide signs are essential to guide vehicle operators along streets and highways, to inform them of intersecting -routes, to direct them to cities,, town,, villages, or other important deatinationa, to identify nearby fivers and streams, parka, forests, and ~hiatorical sites, ,and generally to give such Information as will help them along their way in the moat simple, direct manner possible. 2D-8 Color, Retlectorization, and Illumination Eacept where otherwise specified herein for individual signs or groups of signs or markers, guide signs on conventional roads and streets shall have a white message on a green background. Requirements for reflectorization or illumination are stated under the specific headings for individual guide signs or groups of signs. General provisions are given in sections 2A-16 through 2A-18. 2Dd Size of Signs For most guide signs the legend is so variable that there can be no rigidly standardized size. The sign size must be fined primarily in terms of length of the message and the size of the lettering and spacing necessary for proper legibility. However, for signs with standardized designs, such as route markers, it is practicable to fin standard sizes and these are given in the Standard Highway Sign Designs for Texas ' publication. Under some circumstances, particularly for overhead signs, the available apace may limit sign width. A sign mounted over a particular roadway iane to which it applies may have to be limited is width to ~, the lane width. Where vertical clearances are liauted, and standard sign design cannot be used, a reduced letter height, interline and edge spac- ing may be used.
