Commissioner Baldwin, I think you have the honors this morning. COMMISSIONER BALDWIN: I do. If y'all will stand and pray with me, please. (Prayer and pledge of allegiance.) COMMISSIONER BALDWIN: TYrank you. JUDGE HENNEKE: Thank you. At.this time, any citizen who wishes to address the Court on an item not listed on the regular agenda may come forward and do so. Mr. Siemers? MR. DAMS: I'm Donald Davis -- JUDGE HENNEKE: Go to the podium, sir. MR. DAMS: A11 right. AUDIENCE: You're too close to the mike. MR. DAMS: And also our concern for the water supply out there. Thank you. JUDGE HENNEKE: Thank you. COMMISSIONER BALDWIN: Thank you, Mr. Davis. Why don't you give it to your Commissioner? (Petition handed to Commissioner Griffin.) COMMISSIONER GRIFFIN: Thank you. JUDGE HENNEKE: Is there anyone else who'd like to address the Court? Mr. Siemers? MR. SIEMERS: Paul Siemers, HC-l, 156N in Hunt. This morning is the last meeting I'm here representing the Sane Water Policy Coalition. And this morning it's my privilege to present to you the results of our 6-week long petition drive. I'll try to be short this morning 'cause it looks like have you a long agenda ahead of you today. We, the Sane Water Policy Coalition, because of our concern for the future of water in this community, and the fact that we recognize that the area is subject to drought and dry spells, and that we see nothing as a result of the studies recently reported by the Region J group that indicate that we have a plentiful water supply, and because of the concern we see relative to the Lower Trinity and the questions relative to its recharge, and because of the fact 5 1 .-. 2 3 4 s 6 7 8 9 10 11 12 ,.., 13 14 15 16 17 18 19 ~0 21 22 23 24 .-. zs that during this past summer, a large percentage of this community was on severe water restrictions, we believe that We also believe that a golf -- golf courses -- we know that a golf course -- golf courses use a disproportionate amount of water, and that allocating a half million to a million gallons a day for a fourth golf course in this community is not compatible with our water supply, and it's certainly not good water management. Even if the water that's used on the golf courses is treated effluent, we would not consider this as good water management, because most of the water put on the golf courses is lost to local reuse. And water that's put back into the Guadalupe River, effluent or whatever, is -- does have reuse capability as it goes downstream for domestic, agriculture, and livestock uses, all the way from -- from Comfort -- from Center Point to the Gulf of Mexico. And we believe that Kerrville -- Kerr County should consider treated effluent as a -- as a renewable resource and insure that it is recycled. Our petition drive started 6 weeks ago, and I very few limits on the people who signed our petition. The only requirement that we had was that they were concerned 1 2 3 4 5 6 7 8 9 10 11 12 13 14 1S 16 17 18 19 20 21 22 23 24 25 6 about water and the effect of excessive use on the future of our community. We -- we accepted signatures from adults who lived in Kerrville, adult visitors to the community. Primarily, visitors -- we accepted their signatures because it had been stated publicly that we needed a fourth golf course in our community for our visitors. We accepted signatures from teenagers who expressed a knowledge and a concern about the water issue, because we believe that involving them in this process for their future is very important. We wish we could express to you all the emotions, and I have -- I have enumerated some of those in the letter I've provided -- letter of transmittal I've provided to you, of the people who came and talked with us during this 6-week period. But, the most -- one of the most common expressions we got as people approached us or we approached them, and these were from the teenagers all the way up to our very senior citizens, and that was, "We don't need another -- expletive deleted -- golf course." And they signed the petition. In summary, we believe that this grass roots effort -- community-wide grass roots effort has demonstrated a desire to protect our water resources, and we believe that the government bodies of the County: the Commissioners Court, City Council, Headwaters Underground Water 1 2 3 4 5 6 7 8 9 10 11 12 13 19 15 16 17 18 19 20 21 22 23 24 25 7 Conservation District, and the U.G.R.A., collectively have the authority to do just that. We therefore respectfully request that you grant the request of the approximate 3,000 people, concerned individuals, including both elected and appointed government officials who signed the petition to do so; that you will do your part to impose a moratorium on development of new golf courses until a water supply base master plan has been implemented for the community. There are 3,005 signatures contained in this volume. That -- that breakdown -- I have provided you a demographic breakdown in your handout this morning, and it's in here. That, just briefly, to go through that, if I can find it -- there it is -- 1,471 signatures are residents of Kerrville, 194 residents of Ingram, and 1,023 were county residents. The non-Texas -- the Texas visitors, including the Hill Country surrounding communities, were 226. And we had actually 9 foreign visitors who opted to sign the petition. This is the results of our 6-week activity, and I'd like to present this document to the Court now. JUDGE HENNEKE: Thank you. MR. SIEMERS: 'Phank you. Seeing none, we'll turn to the Commissioners' comments. Let's start with Commissioner Baldwin. COMMISSIONER BALDWIN: Yes, sir, I've got a couple of comments. I want to give you a report. I was a guest this weekend of Texas A & M University to -- and this was set up several months ago, that I went over there as President of the South Texas Judges and Commissioners Association, to brief me on some issues that are coming down the pike dealing with Extension Service and some other things. While I was there, they -- they also took me to the football game, which turned out to be, I guess, the most incredible event I have ever been to in my entire life. We saw the Aggies almost beat the number one team in the country. Largest crowd in the history of that stadium, the B-1 bombers flying over, and every time A & M would score a touchdown, all those old geezers kissing their wives. (Laughter.) COMMISSIONER BALDWIN: Well, I'm not sure they were their wives, but I asked -- I asked Larry about it this morning. He says, "Well, I always kiss my wife." It was just the most incredible thing I've ever experienced in my -- and, oT course, they handed you -- they give you earplugs before you go in there, and you need them. It is the wildest thing I've ever seen. And, on the -- on 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 2S 9 football -- I want to stay on football. We'll go to Tivy football. There is a game this Friday night, the first round of the play-offs. Tivy plays this Friday night against Southside of San Antonio, and it's going to be in Kerrville, Antler Stadium. There will be a pep rally Thursday around 6:30 on the Star downtown. So, we're in the state play-offs now, so it's time for all of us, even those people that are scared of the river going dry, Paul Siemers, to come to the -- the pep rally and let's support our kids. It's what this community is -- is really all about, is our young people, and here's an opportunity to participate. That's all. JUDGE HENNEKE: Very good. Thank you. Commissioner Williams? COMMISSIONER WILLIAMS: Only thing I would offer, Judge, is that the events of this past week have caused me, on more than one occasion, to give thanks to God for the framers of our Constitution, whose insight and foresight never cease to amaze.
