"BUSTER" BALDWIN, Commissioner Pct. 1 WILLIAM "BILL" WILLIAMS, Commissioner Pct. 2 24 LARRY GRIFFIN, Commissioner Pct. 4 25 ABSENT: JONATHAN LETZ, Commissioner Pct. 3 2 1 On Wednesday, February 2, 2000, at 11:30 a.m, an 2 Emergency Meeting of the Kerr County Commissioners Court 3 was held in the Commissioners Courtroom, Kerr County 4 Courthouse, Kerrville, Texas, and the following 5 proceedings were had in open court: 6 P R O C E E D I N G S 7 JUDGE HENNEKE: It's' 11:40 on Wednesday, 8 February 2nd, Year 2000. We'll call to order this 9 emergency meeting of the Kerr County Commissioners Court, 10 which has been posted in accordance with requirements of 11 the Open Meetings Act, and notice of the meeting has been 12 faxed to all the media. The topic for consideration is to 13 consider and discuss burn ban. I bring this to the Court 14 based on the rainfall that's been received over the course 15 of the last week or so. Comments? Suggestions? What are 16 y'all hearing out in the precincts? 17 COMMISSIONER GRIFFIN: Up to an inch last 18 night up in the Ingram area. Little bit less than that 19 west of there, but it went down very well. 20 COMMISSIONER WILLIAMS: Same in the east, 21 and all of my phone calls have been from people who are 22 urging us to give consideration to the need to burn other 23 than prescribed burning. Now is a good time to do that. 24 COMMISSIONER GRIFFIN: I think we need to 25 be prepared. Depending on what conditions occur, we might 3 1 even -- we may have to have another session, put it back 2 on. I'm just -- I say that in regard to how dry it is. 3 If we lose that moisture, it may not take very many days 4 for it to get very dry again as we lose this moisture. 5 So, I'd make the motion that we lift the ban. 6 COMMISSIONER WILLIAMS: I'll second it. 7 JUDGE HENNEKE: Motion was made by 8 Commissioner Griffin, seconded by Commissioner Williams, 9 that we lift the burn ban. Before we vote, has anyone had 10 any positive or negative feedback from the volunteer fire 11 departments? 12 COMMISSIONER GRIFFIN: No, I haven't. 13 COMMISSIONER BALDWIN: I had one 14 conversation this morning, and it was please lift it, but 15 do it limited in days. Limited. 16 JUDGE HENNEKE: Unfortunately, we don't 17 have the ability to limit the days, but as Commissioner 18 Griffin says, we may have to come back into session. 19 COMMISSIONER BALDWIN: I understand, and I 20 think that we should keep in our minds possibly doing that 21 shortly after the weekend. But, I think -- I think -- 22 what is today, Wednesday? I think the remainder of this 23 week would -- we'd be safe out there. We've had about an 24 inch. 25 COMMISSIONER WILLIAMS: Weren't we 4 1 scheduled to discuss it again on the 14th anyway? 2 JUDGE HENNEKE: Right. That's ten days -- 3 COMMISSIONER GRIFFIN: That's ten days. 4 JUDGE HENNEKE: -- twelve days away. We 5 just have to see what the conditions are over the weekend. 6 Maybe we'll get continued drizzle and dribble, so it will 7 be relatively safe. All right. Any further discussion? 8 If not, all in favor, raise your right hand. 9 (The motion was carried by unanimous vote.) 10 JUDGE HENNEKE: All opposed, same sign. 11 (No response.) 12 JUDGE HENNEKE: Motion carries.
