"BUSTER" BALDWIN, Commissioner Pct. 1 JONATHAN LETZ, Commissioner Pct. 3 25 2 1 On Monday, May 15, 2000, at 11:00 a.m., a Special Session 2 of the Kerr County Commissioners Court was held in the 3 Commissioners Courtroom, Kerr County Courthouse, Kerrville, 4 Texas, and the following proceedings were had in open court: 5 P R O C E E D I N G S 6 JUDGE HENNEKE: It's 11 o'clock on Monday, 7 May 15th, Year 2000. I'll call to order this special 8 session of the Kerr County Commissioners Court. Let the 9 record reflect that a majority of the Commissioners are 10 present. We're here today to consider and discuss approval 11 of an invoice from Stoddard Construction Company. 12 Mr. Tomlinson? 13 MR. TOMLINSON: I have a late bill from 14 Stoddard Construction Company. It's a -- a draw that was 15 authorized by our architect, and it's for $165,073. 16 Actually, this is work that was done in March. It was 17 actually approved second week in April. We got it May the 18 10th. 19 JUDGE HENNEKE: Do we have any idea why the 20 delay? 21 MR. TOMLINSON: No. I haven't talked to 22 Mike, so -- 23 COMMISSIONER WILLIAMS: Approved by the 24 architect in April? 25 MR. TOMLINSON: Yes. 3 1 JUDGE HENNEKE: Any questions or comments? 2 COMMISSIONER GRIFFIN: Yes. I think we -- 3 just a comment. I sure think we ought to ask the architect 4 why it set on his desk for almost a month. 5 MR. TOMLINSON: It was signed -- 6 COMMISSIONER GRIFFIN: Just for good, orderly 7 business purposes. Not so much that I mind coming in for a 8 special session of the court; that's not a big deal, but 9 it's just not a very good way to do business, I don't think. 10 MR. TOMLINSON: It was signed by him on the 11 4th -- on the 13th. 12 COMMISSIONER WILLIAMS: Of April? 13 MR. TOMLINSON: Of April. 14 COMMISSIONER WILLIAMS: Wow. It set there 15 for 30 days. 16 MR. TOMLINSON: We just felt like that -- 17 that we needed to go ahead and pay this, just because we 18 don't want any excuses for -- for delays. 19 COMMISSIONER WILLIAMS: Does Mr. Longnecker 20 also sign off on these? 21 MR. TOMLINSON: Yes, he did. His signature 22 is on the top. 23 COMMISSIONER WILLIAMS: Move we pay the bill, 24 the architect's -- or the contractor's bill. 25 COMMISSIONER GRIFFIN: Second. 4 1 JUDGE HENNEKE: Moved by Commissioner 2 Williams, second by Commissioner Griffin, that we approve 3 the bill from Stoddard Construction and authorize, I guess, 4 a hand check? 5 MR. TOMLINSON: Right. 6 JUDGE HENNEKE: Any further discussion? If 7 not, all in favor, raise your right hand. 8 (The motion was carried by unanimous vote.) 9 JUDGE HENNEKE: All opposed, same sign. 10 (No response.) 11 JUDGE HENNEKE: Motion carries. 12 MR.
